It was expected, Emmanuel Macron confirmed it on Wednesday October 28: France will again be confined. The measure entered into force on the night of Thursday 29 to Friday 30 October and should last until 1 December « at least ». If this new confinement is not as strict as that imposed last March – schools, nurseries or middle and high schools will be able to remain open – businesses will be hit hard by the new measures. In fact, only so-called « essential » businesses can remain open from Friday.
This concerns food businesses or those linked to health. On the other hand, « shops which have been defined as non-essential, establishments open to the public – in particular bars and restaurants – will be closed » announced Emmanuel Macron. This list also includes cinemas or theaters. Small difference, however, with last March, the activity of public services, factories, farms and construction will continue.
During his press conference, Thursday, October 29, the Prime Minister provided some small details. Thus can also remain open « all wholesale businesses, garden centers, so that professionals can continue to stock up », as well as businesses allowing the withdrawal and delivery of orders. The principle of « Click and Collect » will allow, as last March, many businesses to continue their activity. Restaurants will be able to open but only « for delivery activities and the withdrawal of orders », specified Jean Castex, quoted by Le Parisien. In addition, service stations, garages, laundromats and laundries, tobacconists, but also opticians and car rental companies will be able to continue their activity.
Re-evaluation every 15 days
The announcement is harsh for many businesses as the holiday season approaches. The Head of State, however, announced a « update on the evolution of the epidemic » every « 15 days » to decide « if necessary additional measures » and to be able « to assess whether we can alleviate certain constraints, in especially on shops « .

Little glimmer of hope for sales professionals, « if within 15 days we get a better handle on the situation, then we can reassess things and hope to open certain businesses, especially in this very important period before the Christmas holidays » , detailed Emmanuel Macron.
As a reminder, the list of so-called « non-essential » shops was drawn up in the decree of March 15, 2020. The text thus specified which points of sale were to close and which shops were authorized to continue their activity. Thus the text authorized the following activities to continue:
