Maar rector Benjamin Jowett vertrouwt erop dat de nieuwe generatie studenten de fakkel zullen overnemen en gewapend met het gedachtegoed van hun leermeesters zullen uitgroeien tot leiders die zelfzucht hebben ingeruild voor dienstbaarheid aan de samenleving. Ook met de dood van Jowett in 1893 komt er geen einde aan de door Green en Toynbee geïnspireerde nieuwe traditie. Samuel Barnett ziet het levenslicht op 8 februari 1844 in Bristol als zoon van een fabrikant van ijzeren ledikanten en groeit op in een welgestelde omgeving. In 1862 wordt hij toegelaten tot het Wadham College in Oxford, een wat achtergebleven instituut, geleid door een reactionaire en evangelische rector en afgeschermd van invloeden vanuit Balliol. Barnett gaat aan de slag als onderwijzer en organisator van een werkmansclub in de overtuiging dat de Engelse Kerk ten doel heeft alle onderdelen van de samenleving te verenigen onder één christelijk dak. Daar maakt hij kennis met de filantrope Octavia Hill die haar experimenten start in deze parochie en ook met een leerlinge van Hill, Henrietta Rowland met wie hij in 1873 in het huwelijk treedt. Met hulp van Hill zoekt het gedreven echtpaar een eigen parochie. Dat leidt tot de aanstelling van Barnett in de parochie van St. Jude in het district Whitechapel, een van de meest armoedige sloppenbuurten (slums) van Londen, waar de misdaad welig tiert. In 1888 vermoordt Jack the Ripper er vijf prostituees en een jaar later komt Charles Booth tot de bevinding dat 40% van de bevolking leeft beneden de armoedegrens. In juli 1884 ziet de Universities’ Settlement Association het licht die geregistreerd wordt als een maatschappelijke onderneming. Doelstellingen van het genootschap zijn het voorzien in onderwijs en middelen voor recreatie en genietingen voor de mensen die leven in de armere wijken van Londen en andere grote steden, onderzoek naar de gesteldheid van de armen en aandacht voor en entamering van plannen om hun welzijn te bevorderen. Een verlaten pand dat dienst heeft gedaan als vakschool voor jongens in de nabijheid van Barnetts parochie wordt aangekocht voor 6.250 pond en rond de kerst van 1884 hebben de eerste pioniers er hun intrek genomen. De eer voor de naamgeving van de vestiging: Toynbee Hall komt toe aan Henrietta Barnett. Het genootschap aarzelt geen seconde en benoemt de dan veertigjarige Barnett tot directeur die zich in zijn werk laat leiden door de gedachte dat de duizenden arbeiders van East End onderwezen moeten worden via een individuele benadering met als doel hun gewoontes te veranderen die aan de basis liggen van Armoede, Onwetendheid en Zonde. Hij is ervan overtuigd dat met Toynbee Hall de ideale omgeving is, gecreëerd om mannen en vrouwen tot een beter begrip te brengen van Gods bedoelingen door rijk en arm samen te brengen. Armen kunnen tot verhevener gedachten worden gebracht en rijken tot een bescheidener leefwijze.


Gedurende zijn bewind als beheerder van Toynbee Hall houdt Barnett zich persoonlijk bezig met de werving van pioniers-bewoners die hij vooral rekruteert in Oxford. De start is veelbelovend en na anderhalf jaar meldt hij dat hij:

‘nogmaals de snaren van de vestiging heeft bespeeld en de mannen zich bereid vonden te dansen.’

Weer een jaar later toont hij zich onverminderd opgetogen en laat hij weten dat de Balliol-boys de beste zijn. Van 1884 tot 1900 verblijven er honderdentwee bewoners in Toynbee Hall die allen geacht worden er minsten drie maanden door te brengen. De gemiddelde verblijfsduur is hoog, tussen de anderhalf en twee jaar, zo vermeldt het jaarverslag over 1892. Om toegelaten te worden tot Toynbee Hall is het voldoende om de beginselen ervan te onderschrijven, de religieuze overtuiging van een kandidaat wordt niet getoetst waarmee Barnett het onderscheid accentueert tussen de arbeid van zijn organisatie en het missiewerk van de kerk. Barnett en zijn vrouw trekken ook associés aan die op deeltijdbasis tijd en talent ter beschikking stellen aan Toynbee Hall, bijvoorbeeld in de vorm van het geven van lezingen of het lobbyen en fondswerving in de universitaire wereld en onder de elite.

Toynbee Hall biedt ruimte aan zestien mannelijke bewoners. Er is een leslokaal voor driehonderd toehoorders, een grote eetkamer, een conversatieruimte, een speciale tekenkamer en de nodige kantoortjes. De stijl waarin een en ander is uitgevoerd lijkt geenszins op die van een Londense club, maar heeft iets weg van een comfortabel landhuis, zij het dat alles eenvoud uitstraalt en het midden houdt tussen de luxe van West End Londen en de somberheid van Whitechapel. Het dagelijks leven wordt georganiseerd door een comité bestaande uit de directeur en enkele bewoners. Voor kost en inwoning wordt per week dertig shilling in rekening gebracht. Er wordt gezamenlijk en op gezette tijden geluncht en gedineerd aan een lange tafel. Ook andere zaken zijn strikt gereguleerd zoals het tijdstip waarop het licht uitgaat. Tennissen op zondag is verboden evenals dansen. Vrouwen worden niet toegelaten ofschoon Barnett een overtuigd feminist is en pleitbezorger van stemrecht voor vrouwen. Maar, zo schrijft zijn vrouw later in zijn biografie, Barnett vreest dat het toelaten van vrouwelijke bewoners de indruk wekt dat Toynbee Hall overvallen is door vrouwen, wat de meest capabele mannelijke studenten zal afschrikken zich er te vestigen. En zo is Henrietta de enige vrouw binnen de muren van Toynbee Hall die min of meer beschouwd wordt als een sekseloos wezen die een dienende rol vervult in de schaduw van haar man. Een volstrekt verkeerd beeld, maar de werkkracht van Henrietta lijdt er beslist niet onder. Ofschoon Barnett zijn uiterste best heeft gedaan om een omgeving te creëren waarin de eenvoudige mensen Whitechapel zich welkom kunnen voelen, is er toch kritiek. Sommige pioniers vinden het er veel te luxe en te comfortabel en ervaren de Hall als een universitaire oase waarvan de deuren gesloten lijken te zijn voor hen die leven in de morsige en armoedige onderkomens in de nabije omgeving en verlaten Toynbee Hall om echt onder de mensen te gaan wonen.

In de loop van de jaren tachtig en negentig komt een netwerk van educatieve projecten, organisaties en clubs van de grond, alles in het kader van de totstandbrenging van een machinerie ter bevordering van de verbinding tussen de hogere en lagere maatschappelijke klassen. Veel nadruk wordt gelegd op educatie om de achtergestelden tot verhevener gedachten te brengen. Lezingen worden georganiseerd met als onderwerp: De eerste vier regeringperiodes van de Tudors, Fysieke eigenschappen van lucht en water, Achttiende-eeuwse muziek, De werken van Händel, Bach en Scarlatti. Daarnaast zijn er praktische instructies voor het naaien van kleding, zelfredzaamheid en dergelijke. In 1883 gaat een cursus boekhouden van start.

Voor degenen die het zich kunnen veroorloven is er de Toynbee Traveller’s Club die buitenlandse tripjes organiseert vanaf 1902 en de Toynbee Workman’s Club, gericht op mensen met een smalle beurs. Voor jongeren zijn er jeugd- en sportclubs en avondlessen. In de zomermaanden worden kinderen uit East End Londen in de gelegenheid gesteld om een andere atmosfeer in te ademen onder auspiciën van het Children’s Country Holiday Fund, een organisatie die losstaat van Toynbee Hall, maar wel door de Barnetts is gesticht. En al deze activiteiten die door hen op de rails worden gezet ademen de sfeer van het pogen uit te vinden waar behoefte aan bestaat en hoe men de achtergestelden zoveel mogelijk in hun waarde kan laten. Dit in tegenstelling tot het missiewerk vanuit de kerk dat mensen verteld wat goed voor hen is. Een conclusie die getrokken kan worden op grond van een onderzoek dat Charles Booth verricht in Londen naar religieuze beleving van de inwoners aan het begin van de jaren tachtig. De programma’s van de Toynbee Hall zijn zo populair dat zij het beginsel van de een-op-een benadering geweld aan doen, want dat is niet houdbaar als er honderden belangstellenden afkomen op een avondconversatie. Dan is er geen kans op om elkaar te leren kennen en Barnett moedigt zijn volgelingen dan ook aan om kleinschalige bijeenkomsten te organiseren. Hoe dan ook, het educatieve programma is van een niet geringe omvang en trekt belangstellenden uit heel Londen. Ongeveer 70% is afkomstig uit de oostelijke sectoren van de stad. Het gebruik van de bibliotheek is indrukwekkend en bereikt na vijf jaar een bezoekersaantal van 13.000.

Toynbee Hall, bedoeld om een verbinding te leggen tussen hogere en lagere sociale klassen, blijkt ondanks alles niet echt aantrekkelijk te zijn voor de meest achtergestelden. Belangstellenden voor de educatieve programma’s hebben doorgaans elementair onderwijs achter de rug en komen uit arbeiders- en lagere regionen van de middenklasse. Maar dat feit deert Barnett niet. Voor hem zijn zij net zo goed als de allerarmsten toe aan verhoging van hun intellectuele en culturele niveau. Wat het effect is van al het goede dat Toynbee Hall biedt is vrijwel niets met zekerheid te zeggen, maar wel staat vast dat de pioniers, de gedreven intellectuelen uit de universitaire wereld, afknappen op hen die afkomstig zijn uit de eigenlijke doelgroep: de armen van Whitechapel. Zij leven in een andere wereld. Wat een belangrijke hobbel blijkt te zijn is dat deze mensen slechts geïnteresseerd zijn in direct profijt van hun komst naar de Hall en niet denken in termen van langetermijninvesteringen.

Daarbij komt dat Barnetts hiërarchische visie op volksverheffing, het idee dat de culturele leegte van de armen gevuld moet worden met de culturele rijkdom van de elite, hem het zicht ontneemt op het belang van de eigen volkscultuur voor de bevolking van Whitechapel. Hoewel zij waardering hebben voor wat Toynbee Hall te bieden heeft, wenden zijn zich ervan af en houden zij vast aan een leefwereld die door Barnett als inferieur wordt beschouwd. Gedurende het Interbellum zullen de socialisten die dan langdurig heer en meester zijn in hun Rode Wenen, precies dezelfde fout begaan. Ook daar wordt de arbeiderscultuur niet begrepen door de gedreven (socialistische) leiders en lijdt het idee om top-down de Neue Mensch te creëren schipbreuk.

Toynbee Hall aan het begin van de twintigste eeuw

In 1902 publiceert Edward Urwick, de rechterhand van Barnett, een kritisch essay over het wel en wee van Toynbee Hall. Hij wijst erop dat de Hall de tijdelijk aanwezig zijnde academici isoleert van bewoners van de buurt waarom alles begonnen is. Het is als een hotel of een paleis dat geen buren heeft en de pioniers van Toynbee Hall zijn, aldus Urwick, feitelijk niet te onderscheiden van kamerhuurders in een comfortabele herberg. Urwicks vertrek uit de Hall is de voorbode van een toenemend gebrek aan enthousiasme van de kant van een nieuwe generatie wetenschappers om zich met hart en ziel in te zetten voor de realisatie van Barnetts idealen. Barnett legt de schuld daarvan bij de scholen en universiteiten die het aan de wil ontbreekt om jongelui hoogstaande ideeën in te prenten. Maar het is een onomkeerbaar proces wanneer het ontbreekt aan pleitbezorgers als Green, Toynbee en Jowett. Het idealisme van hen en Barnett wordt als ouderwets beschouwd en is geen concurrent voor atletiek en esthetiek die een sterkere aantrekkingskracht uitoefenen op de universitaire nieuwkomers. De tijden zijn veranderd en de belangstelling voor de programma’s van Toynbee Hall nemen aan het begin van de twintigste eeuw af. Het noopt Barnett tot een koerswijziging en Toynbee Hall wordt van een trefpunt waar elite en de lagere klassen tot elkaar kunnen komen en samenleven tot een centrum van onderwijsexperimenten, filantropische projecten en onderzoek naar de sociale omstandigheden in East End Londen. De gedrevenheid van Barnett wijkt voor de opkomende belangstelling voor de sociologie, voor de verwetenschappelijking van de sociale zorg. Barnett heeft als praktisch ingesteld mens, als doener, voor die vernieuwing weinig belangstelling en de onderzoeksactiviteiten van iemand als Charles Booth bekijkt hij met argwaan.

Barnett stelt zich niet de wetenschappelijke vraag naar hoe de werkelijkheid eruit ziet, maar vraagt zich liever af hoe die eruit zou moeten zien. Hij neemt in 1906 afscheid als directeur, aanvaardt een positie als kanunnik en wordt later benoemd tot onderdeken in Westminster. Samuel Barnett overlijdt in 1913. Henrietta overleeft haar man met drieëntwintig jaar en sterft in 1936.
George Landsbury, leider van de Labour Party en opgegroeid in East End Londen, merkt op in zijn autobiografie:

“De enige tastbare prestatie van Toynbee Hall [….] was het volstoppen van de bureaucratie van de regering met mannen en vrouwen die naar Oost-Londen togen vol vuur en enthousiasme voor het welzijn van de massa’s en ontdekten dat het bevorderen van hun eigen belangen en die van de armen het best gediend waren door Oost-Londen te verlaten en het in zijn eigen sop te laten gaarkoken, terwijl zij parlementslid werden, ministers van het kabinet en ambtenaren.”

Dat is een wel wat cynische kijk op Toynbee Hall, want Barnetts ideaal van gemeenschapsvorming via een-op-een relaties tussen arm en rijk mag dan niet realiseerbaar zijn gebleken, zijn sociale bewogenheid leeft voort bij veel van zijn volgelingen die belangrijke posities verwerven zoals William Beveridge die als student van Balliol en ingezetene van Toynbee Hall aan de basis heeft gestaan van een systeem van sociale zorg in Groot-Brittannië. Toynbee Hall speelt heden ten dage een belangrijke rol in de Londense samenleving, waar de bevolking terecht kan voor advies en steun. Daarnaast zijn overal in de wereld Barnetts ideeën een inspiratiebron geweest voor sociale activiteiten. Een Nederlandse loot aan de Toynbeestam is het welbekende Ons Huis.

Selon le dernier bilan épidémiologique de Santé Publique France, la France a comptabilisé 13 157 nouveaux cas et 214 nouveaux décès au cours de ces dernières 24 heures. 13 585 nouvelles hospitalisations ont été recensées sur les 7 derniers jours. Pour le 6e jour consécutif, le nombre de personnes en réanimation continue de baisser : 171 personnes ont été admises ses dernières 24 heures, contre 220 la veille. Emmanuel Macron prévoit de s’exprimer demain, mardi 24 novembre, et promet aux Français « de la cohérence, de la clarté » et « un cap« . Il devrait annoncer un allègement des restrictions imposées aux Français depuis plusieurs semaines pour affronter la 2e vague de Covid-19. Cette assouplissement se ferait en trois temps : la réouverture des commerces non essentiels et des lieux de culte autour du 1er décembre, des autorisations de se déplacer pendant les vacances de Noël et une réouverture des restaurants, bars, salles de sport et lieux culturels à partir de janvier 2021. Nombre de cas de Covid-19 en France, évolution, décès, cartes pour suivre l’épidémie par département et région, clusters, R0 en France… Chiffres et infos du jour.

  • Tests dans les lycées. Des tests antigéniques sont déployés dans une trentaine de lycées d’Île-de-France à partir de ce lundi 23 novembre, selon l’ARS Ile-de-France. Ces opérations de dépistage « pilote » sont conduites avec un appui médical et opérationnel des équipes de l’AP-HP et vont permettre de tester les élèves et les professeurs sur la base du volontariat pendant plusieurs semaines. 
  • Ouverture des stations de ski ? Le premier ministre, Jean Castex tient une visioconférence avec les élus et organisations professionnelles de la montagne au sujet des stations de ski ce lundi 23 novembre à Matignon. Ces dernières ne savent toujours pas quand elles pourront ouvrir.
  • Vaccin AstraZeneca. Selon un communiqué publié ce lundi 23 novembre par le groupe, le vaccin développé par le laboratoire britannique AstraZeneca et l’université d’Oxford serait efficace à 70 %. Il s’agit de résultats intermédiaires des essais cliniques de grande échelle réalisés au Royaume-Uni et au Brésil. Parmi les 48 vaccins candidats actuellement en essais cliniques sur l’homme, seulement 11 sont entrés dans la phase 3, dernière avant l’homologation des autorités, selon l’OMS : Pfizer/BioNTech, Moderna, Sinovac, Sinopharm, Bharat Biotech, AstraZeneca, Johnson & Johnson, CanSino Biological, Spoutnik V et Novavax.
  • Combien de vaccins pour la France ? Selon Agnès Pannier-Runacher, la ministre déléguée à l’Industrie, la répartition devrait se faire au prorata des pays dans la population européenne. La France devrait ainsi bénéficier de 15% des vaccins achetés par l’Union européenne, indique-t-elle sur Radio J le 22 novembre. 
  • Visons contaminés au Covid-19 abattus. Le ministère de l’Agriculture a annoncé dimanche 22 novembre via un communiqué que pour la première fois sur le sol français, la présence du Sars-CoV-2 a été détectée dans un élevage de visons. Les 1 000 animaux présents sur l’exploitation, située à Champrond-en-Gâtine en Eure-et-Loir, ont été abattus. « L’élimination des produits issus de ces animaux » a aussi été ordonnée. « Des analyses sont encore en cours dans les deux derniers élevages et les résultats sont attendus dans le courant de la semaine. Si des résultats s’avéraient positifs dans l’un de ces deux élevages, les mêmes mesures d’abattage que dans le premier élevage concerné seraient appliquées« , indique également le communiqué, qui précise que « les résultats des analyses réalisées sur les éleveurs des 4 élevages se sont tous révélés négatifs« . 
  • Didier Raoult porte plainte. Le professeur marseillais Didier Raoult a déposé plainte ce vendredi 20 novembre. Une plante dans laquelle il accuse Jean-Paul Stahl, professeur de maladies infectieuses au CHU de Grenoble de diffamation après des propos sur l’hydroxychloroquine. Ce dernier accuse le Pr Raoult d’avoir notamment « bidonné » son étude sur l’hydroxychloroquine. 
  • Baisse des réanimations. Plus de 2,1 millions de Français (2 140 208) ont été contaminés par le Covid-19 depuis le début de l’épidémie. La décrue se poursuit toutefois dans les hôpitaux, qui accueillent selon les dernières données officielles du dimanche 22 novembre, 4 509 malades du Covid dans les services de réanimation, dont 171 nouvelles admissions (-48). La veille, les services de en réanimation en France comptaient 219 nouveaux patients.
  • Menace d’une troisième vague début 2021. Le docteur David Nabarro, envoyé spécial de l’Organisation Mondiale de la Santé, met en garde dimanche 22 novembre dans une interview pour un groupe de quotidiens suisses quant à une possible troisième vague « au début de l’année prochaine« , si les gouvernements européens « ne construisent pas l’infrastructure nécessaire », rapporte ReutersLe Britannique estime que « la réaction de l’Europe a été incomplète » et insiste sur la nécessité de renforcer les systèmes de traçage locaux. « Il faut une surveillance très étroite des personnes afin de savoir qui est infecté », recommande-t-il par ailleurs, insistant sur le contrôle des mises à l’isolement.
  • Emmanuel Macron s’exprimera mardi 24 novembre à 20 heures. Dans les colonnes du JDD, dimanche 22 novembre, le chef de l’Etat lève le voile sur ses intentions et promet d’apporter « de la cohérence, de la clarté » et « un cap » aux Français durant son discours. « Savoir ensemble où nous allons et comment y aller. C’est difficile, car la pandémie est par essence imprévisible et mondiale. Mais c’est la clé de la confiance, qui elle-même est la clé du succès« , précise Emmanuel Macron. Il évoquera également un « allègement progressif des contraintes », selon l’Elysée, et des perspectives d’assouplissement des mesures sur les commerces et les lieux de culte. Toujours dans le JDD, Gabriel Attal, le porte-parole du gouvernement, évoque un possible déconfinement par étapes. « Les assouplissements se feront en trois étapes au regard de l’évolution sanitaire et des risques liés à certaines activités : d’abord autour du 1er décembre, puis avant les congés de fin d’année, puis à partir de janvier 2021« , a-t-il déclaré.  
  • Baisse des hospitalisations. Les hospitalisations liées au Covid-19 chutent de 13% entre la semaine 45 et la semaine 46, passant de 19 940 entrées à 17 390. Le taux d’hospitalisations a diminué durant la semaine du 9 au 15 novembre dans la majorité des régions métropolitaines, les baisses les plus marquées étant en Corse (-38%), en Provence-Alpes-Côte d’Azur (-24%), en Ile-de-France (-21%), dans les Hauts-de-France (-20%) et en Auvergne-Rhône-Alpes (-20%). Il a néanmoins augmenté dans la région Grand-Est (+18%) ainsi qu’en Centre-Val de Loire (+7%) et en Pays de la Loire (+2%)

​​​​​​Quelles sont les mesures pour freiner l’épidémie Covid-19 en France ?

  • Pour freiner la deuxième vague de l’épidémie de Covid-19 en France, Emmanuel Macron a annoncé un nouveau confinement entré en vigueur dans la nuit du jeudi 29 octobre minuit et jusqu’au 1er décembre. Le ministre de la Santé Olivier Véran a déclenché le plan blanc au niveau national le 29 octobre. Cela implique la déprogrammation des hospitalisations non-urgentes dans tous les hôpitaux. Samedi 7 novembre, les députés ont adopté la prolongation de l’état d’urgence sanitaire jusqu’au 16 février 2021.
  • Le télétravail est à nouveau à privilégier pour tous les salariés qui le peuvent. « Le télétravail n’est pas une option a indiqué la ministre du Travail Elisabeth Borne, il doit s’imposer dans les secteurs privés 5 jours sur 7″. 
  • Les services publics, les exploitations agricoles, les usines et le BTP peuvent continuer de travailler.
  • Les réunions privées, en dehors du noyau familial, les rassemblements publics et les déplacements entre régions sont interdits.
  • Les cérémonies religieuses sont interdites. Les lieux de cultes restent ouverts.
  • Les enterrements sont limités à 30 personnes. Les mariages sont limités à 6 personnes.
  • Les frontières extérieures sont fermées, sauf pour le retour des ressortissants français. Toute personne arrivant sur le territoire doit fournir la preuve d’un test négatif réalisé dans les 72h.
  • Restent ouverts : Les plages, parcs, jardins, les crèches, les écoles, les collèges, les lycées, les secteurs périscolaires avec des protocoles renforcés (masques obligatoires dès 6 ans, arrivée en horaires décalés à l’école pour limiter le brassage des élèves…), les Ehpad (visites autorisées sous protocole sanitaire strict), les marchés alimentaires, les commerces essentiels dont la liste a été fixée par l’arrêté du 15 mars (garages, station-service, magasin d’alimentation, marché, magasins d’informatique, de bricolage, quincaillerie, vendeurs de journaux et papeterie,  pharmacie, commerces d’articles médicaux et orthopédiques, opticiens, blanchisserie-teinture, services funéraires, banques, assureurs, tabacs, vendeurs de cigarettes électroniques, hôtels (sans restauration).
  • Sont fermés : Les universités et les écoles d’enseignement supérieur, les commerces non essentiels (fleuristes, coiffeurs, libraires…), les établissements recevant du public, les bars, restaurants, cinémas, théâtres, centres commerciaux, salles de spectacles, salles polyvalentes, salles de conférence, les parcs d’attractions, les salons, foires et expositions, les établissements qui proposent des activités extra-scolaires (sportives ou artistiques) comme les clubs de sport.

Le couvre-feu instauré depuis le début de mois d’octobre n’a pas suffi à freiner l’épidémie. Le Président de la République, Emmanuel Macron, a ainsi annoncé, le 28 octobre, un reconfinement de la population du jeudi 29 octobre, à minuit, jusqu’au 1er décembre. Si les chiffres de suivi de l’épidémie s’améliorent, le ministre de la santé Olivier Véran a prévenu dans la conférence de presse du 19 novembre que « le déconfinement n’est pas d’actualité ». Jean Castex avait indiqué mardi 17 novembre à l’Assemblée nationale que les attestations de sortie ne seront pas supprimées après le 1er décembre. A cette date, l’allègement du confinement actuel devrait concerner uniquement les commerces qui pourraient rouvrir. « Cette étape ne pourra pas concerner d’autres établissements recevant du public comme les bars, restaurants et salles de sport » avait prévenu le Premier ministre le 12 novembre. Le but étant de « permettre un nouvel allègement » au moment des fêtes de fin d’année avait-il dit, même s’« il ne sera pas raisonnable d’espérer organiser de grandes fêtes à plusieurs dizaines de personnes, notamment pour le réveillon de la Saint-Sylvestre » .

Au regard de l’évolution sanitaire et des risques liés à certaines activités, la levée du confinement sera certainement progressive et pourrait se faire par paliers, explique Gabriel Attal, porte-parole du gouvernement au JDD le 22 novembre :

Autour du 1er décembre avec la réouverture des commerces non essentiels (avec un protocole sanitaire adapté) et la reprise des cérémonies religieuses dans les lieux de culte.

Au début des vacances de Noël avec l’autorisation de se déplacer pour les fêtes de fin d’année.

Début 2021 avec la potentielle réouverture des restaurants, des bars, des salles de sport et des lieux culturels. 

Les déplacements sont interdits sauf dans les cas suivants et sur attestation individuelle à remplir à chaque sortie pour :

  • Les déplacements entre le domicile et le lieu d’exercice de l’activité professionnelle ou les universités (ou établissements d’enseignement supérieur) pour les étudiants ou les centres de formation pour adultes et les déplacements professionnels ne pouvant être différés.

  • Les déplacements pour effectuer des achats de fournitures nécessaires à l’activité professionnelle, des achats de première nécessité dans des établissements dont les activités demeurent autorisées (liste sur et les livraisons à domicile.
  • Les consultations et soins ne pouvant être assurés à distance et ne pouvant être différés et l’achat de médicaments.
  • Les déplacements pour motif familial impérieux, pour l’assistance aux personnes vulnérables et précaires ou la garde d’enfants.
  • Les déplacements des personnes en situation de handicap et leur accompagnant.
  • Les déplacements brefs, dans la limite d’une heure quotidienne et dans un rayon maximal d’un kilomètre autour du domicile, liés soit à l’activité physique individuelle, à l’exclusion de toute pratique sportive collective et de toute proximité avec d’autres personnes, soit à la promenade avec les seules personnes regroupées dans un même domicile, soit aux besoins des animaux de compagnie.
  • Les convocations judiciaires ou administratives et rendez-vous dans un service public (Pôle Emploi, CAF, mairie, préfecture…).
  • La participation à des missions d’intérêt général sur demande de l’autorité administrative (maraudes, aide alimentaire).
  • Des attestations permanentes sont nécessaires pour les déplacements domicile travail et pour amener les enfants à l’école.

Une amende forfaitaire de 135 euros sera appliquée en cas de non-respect du confinement. Elle pourra aller jusqu’à 3 750 euros en cas de récidive.

• 2 140 208 personnes ont été contaminées par le coronavirus (+13 157 en 24 heures)

• 48 732 personnes sont décédées en France (+215 en 24 heures à l’hôpital)

• 4 509 patients Covid-19 sont en réanimation (chiffre stable sur les 24 heures)

• 31 554 patients Covid-19 sont hospitalisés (+357 en 24 heures)



Dans son dernier bilan épidémiologique du 19 novembre, Santé Publique France confirme la diminution de la circulation du Sars-CoV-2, la diminution du nombre de nouveaux cas confirmés, des hospitalisations et des nouvelles d’admissions en réanimation et une tendance à la stabilisation des décès. Elle estime même que « le pic épidémique de la seconde vague a été franchi« . Néanmoins, « s’il y a des signes d’amélioration, nous n’avons pas encore vaincu le virus […] Il y a moins de nouveaux malades par jour mais il ne faut pas s’arrêter« , a indiqué le ministre de la Santé Olivier Véran le 16 novembre sur BFM-TV.

→ L’indicateur utilisé pour suivre l’évolution de l’épidémie de coronavirus en France est le taux d’incidence soit le nombre de patients ayant un test PCR positif pour 100 000 habitants par semaine sur les 7 derniers jours. Au 22 novembre, ce taux a baissé à 180.54.

Le gouvernement suit également l’évolution du taux d’occupation des lits en réanimation par des patients Covid-19 (sur les capacités initiales).

Au 22 novembre, Santé publique France rapporte un total de 2 140 208 cas confirmés de coronavirus depuis le début de la pandémie. Le pic épidémique de la première vague a été observé la semaine du 6 au 12 avril, soit 15 jours après la mise en œuvre des mesures de confinement de la population générale, le 17 mars 2020. Le pic de la deuxième vague semblerait être passé, indique Santé Publique France le 19 novembre, trois semaines après le reconfinement, soit du 16 au 20 novembre.

Avec la reprise de l’épidémie de coronavirus constatée en octobre, le suivi du nombre supplémentaire de nouveaux cas de Covid-19 est un indicateur important. Au 22 novembre, 13 157 nouvelles personnes ont reçu un test positif au Covid-19 sur les dernières 24 heures.

Après avoir augmenté pendant plusieurs semaines, les déclarations de nouvelles admissions en réanimation ont diminué en semaine 46 (9-15 novembre) de -9% par rapport à la semaine précédente. Dimanche 22 novembre, 4 509 personnes sont hospitalisées en réanimation et la diminution se confirme. Le plan blanc est réactivé sur tout le territoire national depuis le 29 octobre. Le temps de doublement du nombre hebdomadaire d’admissions en réanimation est de 30 jours.

Les plus forts taux d’admissions en réanimation sont rapportés en Auvergne-Rhône-Alpes, en Provence-Alpes-Côte d’Azur, en Bourgogne-Franche-Comté, en Hauts-de-France et en Île-de-France.

Profil des personnes admises en ce moment en réanimation : 72% sont des hommes, l’âge médian est de 68 ans. 88% des patients présentent au moins une comorbidité. L’âge médian des personnes décédées est de 75 ans.

Selon les chiffres communiqués par le gouvernement, consolidés avec l’Agence Santé Publique France et les ARS (Agences régionales de Santé), voici l’évolution des hospitalisations (dont la réanimation) et des décès en France par région.

Dimanche 22 novembre, 48 732 personnes sont décédées du coronavirus depuis le début de l’épidémie (+214 en 24h à l’hôpital), selon santé publique France. 93% ont 65 ans ou plus, 55% sont des hommes. La France a franchi la barre des 40 000 morts samedi 7 novembre et celle des 45 000 morts lundi 16 novembre. Au niveau national, le nombre hebdomadaire de décès est stable sur la semaine du 9 au 15 novembre, selon les derniers chiffres de Santé Publique France. Le premier décès du Covid-19 en France était survenu à Paris le 14 février 2020, il s’agissait d’un patient chinois de 80 ans

Globalement, les régions les plus touchées par l’épidémie de Covid-19, au 19 novembre sont l’Auvergne-Rhône-Alpes, la Bourgogne-Franche-Comté et la région Provence-Alpes-Côte d’Azur. A celles-ci s’ajoute le Grand Est pour le taux d’hospitalisations les plus élevés. 

Au 19 novembre, 100 départements ont un nombre de cas de Covid-19 au-dessus du seuil d’alerte de 50/100 000 habitants et sont en niveau de vulnérabilité « élevé ».

Au 16 novembre, Santé Publique France rapporte 4 039 clusters en cours d’investigation dont 1 539 en Ehpad. 

Les taux de reproduction du virus appelés « R-effectifs » ou « Reff » permettent de décrire la dynamique de l’épidémie : lorsque le Reff est significativement supérieur à 1, ceci signifie que l’épidémie est en progression, lorsqu’il est égal à 1, l’épidémie se stabilise, lorsqu’il est significativement inférieur à 1, l’épidémie régresse. Le 19 novembre, le R est repassé sous le seuil de 1 dans la majorité des régions françaises. Comment ce nombre est-il calculé ? 

La France réalise 2 millions de tests Covid-19 par semaine, indique Olivier Véran lors de la conférence de presse du 12 novembre, 16% des tests sont positifs. Le taux national d’incidence des cas confirmés par RT-PCR (nombre de nouveaux cas rapporté à la population) est en forte diminution, indique Santé Publique France le 19 novembre. De même, le taux de positivité des personnes testées par RT-PCR national est aussi en diminution. 590 laboratoires testent par PCR les Français sur l’ensemble du territoire. Ils sont désormais soutenus par les pharmacies qui proposent le dépistage avec des tests antigéniques, également disponibles dans les aéroports. 

Comme il n’y a ni vaccin, ni médicament efficace contre le coronavirus, le meilleur moyen de s’en protéger est l’application de gestes barrières : mesures d’hygiène, réduction des contacts (salut sans embrassade et sans serrer les mains, maintien de la distance physique, regroupements à éviter), port approprié du masque (bouche et nez couverts), aération des endroits clos. Les personnes contacts de cas confirmés doivent respecter les périodes d’isolement. Les personnes âgées ou atteintes de pathologies chroniques (atteintes respiratoire, cardiaque, obésité, diabète…) sont appelées à la plus grande prudence tant que le virus circule.

Si au début, on ne parlait que de fièvre, toux sèche, rhume, état grippal et de fatigue, les symptômes de l’infection par le coronavirus ont évolué. On sait désormais que le virus peut avoir des effets sur la peau (urticaire, lésions inflammatoires sur les orteils), la sphère digestive (vomissements, diarrhées…), l’odorat, le goût et même le cerveau. « Sur 100 personnes atteintes du coronavirus, 90 ne vont pas développer de symptômes » a informé le ministre de la Santé le 5 novembre.

  • Si vous présentez des symptômes (toux, fièvre, mal de tête) : évitez les contacts, restez à domicile, prenez du paracétamol si besoin, appelez un médecin pour prendre rendez-vous dans l’éventualité qu’il vous fasse passer un test de dépistage. 
  • Appeler le 15 en cas de difficultés respiratoires : « Si cette toux et cette fièvre s’accompagnent d’une gêne respiratoire qui devient permanente avec souffle court, difficulté à inspirer et à expirer, d’une aggravation importante de la toux, cela peut signifier une évolution de la maladie sous la forme d’une pneumopathie. Il s’agit alors d’une urgence respiratoire potentielle et comme dans tous les cas d’urgence, il faut alors appeler le 15 qui prendra les meilleures dispositions pour répondre à la situation », prévient le Dr Patrick Aubé, médecin généraliste.  
  • Le 31 décembre 2019, l’Organisation mondiale de la Santé en Chine est informée de plusieurs cas de pneumonies dans la ville de Wuhan. 44 personnes sont infectées entre cette date et le 3 janvier 2020.

A person, on the other hand, is only imprisoned for life when he is found guilty of murder, a terrorist attack or an attack on the king or government.

Why didn’t the animal prison guards calm the monkeys and distract them with food and try to get them back to their cells? Why was it not decided to anaesthetize the monkeys with a very high dose of ketamine? A much higher dose than usual. Why was it not decided to anaesthetize the animals with curare instead of ketamine?

Why are great apes treated differently by law than humans when 98% of the DNA corresponds to that of a human? Have the police already launched an independent investigation into the deaths of these great apes? My head is dizzy with the questions. You may wonder whether it is so educational to teach children that we lock up animals for life.   • Franchise : this is an amount withheld from your reimbursements, but it is not systematically imposed. It can either be a predefined amount withheld from your first repayments of the year, or a percentage deducted from each of your repayments during the year.
  • The waiting period : this period runs from the signature of the contract to the effective date of the latter. During this time, your pet is not yet covered. However, depending on the companies and the formulas, it can last a few days or several months!
  • The repayment period : this is the time limit to obtain the payment of your refund. This is important, because some insurers pay your due after 48 hours, but others after several weeks! A situation not always easy when the advance of expenses is important!
  • Conditions of exclusion : be careful, because some insurers apply very arbitrary exclusion conditions. Thus, your animal may no longer be taken care of due to its breed, age or illness.
  • Termination conditions : while most insurers are not reluctant to terminate a contract for a deceased animal or to accept a revision in the event of subscription to a more expensive formula, many impose very specific termination conditions to limit the departures of their policyholders to competition. So be careful, because even if you have the right to terminate your contract each year when it expires, some unscrupulous companies take the opportunity to make you pay illegal fees that they justify under vague grounds.

Health insurance for cats or dogs: being reimbursed for expenses

Once the formula has been chosen and the contract signed, the machine starts up and the process is simple.

Your insurer gives you treatment sheets that you must provide to the veterinarian during each consultation. The practitioner fills them out and gives you a detailed invoice for the treatments performed. As soon as possible after the consultation, you send these documents to your insurer.

Within a few days to several weeks, your insurance company pays your bank account the reimbursement to which you are entitled. The amount of this reimbursement takes into account the treatments concerned by your contract and the reimbursement rate applied to them. As a result, don’t get me wrong; you will not be reimbursed from 50 to 100% of your bill, but from 50 to 100% of the costs relating to the care mentioned in your contract depending on the plan you have subscribed to.

For example, someone in Wallonia can come under the French or German community.

Lots of ministers

Thanks to the different authorities, there are also many ministers, but: « The complexity is mainly due to the situation in Wallonia and Brussels, » says Bart Maddens, professor of political science at the University of Leuven. « A kind of miraculous multiplication of ministers has arisen there. Because they make a difference between region and community. »

LELYSTAD – A construction site in the municipality of Lelystad was also used by construction workers to live and sleep there. Even pets and pet food were found. The construction site is immediately closed.

The Inspectorate SZW found 18 construction workers on site, two of them not having a permit to work here at all. This concerned a Georgian and a Russian. The other construction workers found came from Ukraine and Belarus. Due to the lack of papers, it is not yet clear whether the employer legally allowed them to work here.

An office complex is being converted into apartments at the construction site. It was not the first time that the Inspectorate SZW carried out an inspection here. In December 2019, the Inspectorate already established that people lived at the location. At the time it was already made clear to the client that this is not allowed.

The inspectors were therefore very surprised that they again found mattresses at the construction site and it became clear that the construction workers were staying here. There were clothes, shoes and laundry hanging out to dry. It was also special that hamsters were kept as pets by the construction workers, according to the cages and animal food that were found there.

It is also suspected that asbestos was removed in an improper manner at the construction site and that it was an illegal asbestos removal, as the work had not been reported.

The residence location of the construction workers was otherwise far from safe. Electricity cables were loose everywhere and were incorrectly laid. Reason for the Inspectorate SZW to close the entire construction site. In addition, the Inspectorate SZW is conducting further investigations into violations of, among other things, working conditions, whether the minimum wage was paid and whether the work was not over long.

The check was done in consultation with the Collaboration Platform Labor Migrants and COVID-19. Since 1 September 2020, various organizations such as the SZW Inspectorate, GGD, Safety Region and NVWA have been working together to efficiently and effectively tackle abuses in the living, working and transport conditions of labor migrants.

Animal health insurance: Compare tariffs before choosing

The contribution rate is often much lower for chipped and young animals. Even then, you have to reckon with several hundred euros per year for the insurance, but these costs are often significantly lower than the costs of the treatments covered. A dog insurance with full protection costs around 40 euros a month, the same applies to cats. A rabbit can be insured from around 15 euros a month. La réouverture des commerces fermés pourrait ainsi intervenir « au 1er décembre au plus tard », a déclaré le ministre de l’Economie. Les établissements de restauration pourraient devoir attendre beaucoup plus longtemps.

[Mise à jour du mardi 17 novembre 2020 à 10h31] La décision de rouvrir ou non les commerces dès le 27 novembre sera prise « la semaine prochaine », a fait savoir ce mardi le porte-parole du gouvernement Gabriel Attal. Une déclaration qui intervient au lendemain des propos tenus par le ministre de l’Economie, qui indiquait sur Cnews que la réouverture était « plus une affaire de jours que de semaines ». Bruno Le Maire a assuré qu’il travaillait avec les représentants des fédérations, sur un « protocole sanitaire pour l’ensemble des commerces et l’ensemble de la grande distribution ». Une lueur d’espoir pour les commerçants, auxquels le Premier ministre avait expliqué le 12 novembre dernier qu’il n’y aurait pas de réouverture avant le 1er décembre au moins.

« Une fois qu’on aura ce protocole sanitaire sur la table, les conditions de réouverture seront réunies, à supposer que l’épidémie continue de refluer », a détaillé le ministre de l’Economie. Des propos qui font écho à ceux du ministre de la Santé et qui expliquent le changement de discours du gouvernement depuis jeudi dernier : « Tout porte à croire que nous avons passé un pic épidémique », a déclaré Olivier Véran aux quotidiens régionaux du groupe Ebra. Le protocole évoqué par Bruno Le Maire doit être conclu dès ce vendredi 20 novembre et opérationnel le 23 novembre prochain pour permettre une reprise de l’activité dans les jours qui suivront. Présent aux côtés de Jean Castex jeudi dernier lors de sa conférence de presse, Bruno Le Maire avait évoqué l’idée de « jauge » ou encore « la possibilité de prise de rendez-vous » dans certains commerces. Cette reprise interviendrait « au 1er décembre au plus tard », d’après le ministre de l’Economie. Les commerces pourraient donc rouvrir pour le week-end du 27 novembre. Un week-end crucial pour les commerçants, parce qu’il s’agit de celui du Black Friday et aussi en raison de l’approche des fêtes de fin d’année. « Ce week-end compte triple, cela ne m’a pas échappé », a d’ailleurs insisté Bruno Le Maire.

Tous les établissements fermés depuis le début du confinement ne sont toutefois pas concernés par cette perspective de réouverture, comme l’a déjà annoncé le Premier ministre jeudi dernier. Que leur date de mise en œuvre soit avancée ou non, les « premières mesures d’allègement » du confinement, quand elles auront lieu, seront « limitées strictement aux commerces ». « Cette première étape [la réouverture, ndlr] ne pourra pas concerner d’autres établissements recevant du public comme les bars, restaurants et salles de sport », a précisé Jean Castex. D’après les informations du Point confirmées par France Info, les restaurants, bistrots, brasseries, bars et cafés ne devraient même pas rouvrir avant le 15 janvier 2021. La date du 1er février 2021, « serait largement évoquée, selon une source proche du dossier en contact direct avec Bercy », avancent même nos confrères du Point.

La liste des établissements autorisés à accueillir du public dans le respect des règles sanitaires pendant la période de confinement a été publiée dans le décret n° 2020-1310 du 29 octobre 2020 prescrivant les mesures générales nécessaires pour faire face à l’épidémie de Covid-19. Comme au printemps dernier, un certain nombre de lieux considérés comme non essentiels à la vie de la nation ne peuvent plus recevoir du public. Nouveauté avec ce deuxième confinement : certains rayons sont fermés dans les grandes surfaces. Le point sur ce qu’il est possible de consommer et où.

Face à la grogne de certains commerces dits « non essentiels » et donc fermés administrativement pendant la durée du confinement, notamment les librairies indépendantes, montées au créneau, le gouvernement a réagi. Non pas en décidant de rouvrir ces magasins mais en fermant les rayons des grandes surfaces qui commercialisent les mêmes produits qu’eux. Sont fermés à compter du 4 novembre 2020 les rayons suivants dans les commerces de plus de 400 mètres carrés : 

  • Jouets et décoration
  • Ameublement
  • Bijouterie/joaillerie
  • Produits culturels (livres, CD et DVD, jeux vidéo)
  • Articles d’habillement et les articles de sport (hors vélos)
  • Fleurs
  • Gros électroménager.

A l’inverse, outre les denrées alimentaires et boissons, les produits suivants continueront d’être proposés à la vente en grande surface : 

  • Produits de quincaillerie (articles de cuisine, petit électroménager, piles et ampoules…) et de bricolage
  • Droguerie (produits de lavage et d’entretien et articles pour le nettoyage)
  • Dispositifs médicaux grands publics et les masques
  • Articles de puériculture y compris les vêtements pour les nouveau-nés et les nourrissons

  • Produits pour les animaux de compagnie

  • Magasins multi-commerces
  • Hypermarchés
  • Commerce de détail de fruits et légumes en magasin spécialisé

Pour résumer, donc, les magasins alimentaires, les pharmacies, stations-essence, kiosques à journaux, blanchisseries et magasins de bricolage (le Premier ministre a notamment cité Leroy Merlin et Castorama pendant sa conférence de presse du 29 octobre 2020 détaillant les mesures de mise en œuvre du reconfinement de la France) sont autorisés à rester ouverts. Les coiffeurs, libraires et les fleuristes notamment ont, eux, dû fermer leurs portes. La situation sanitaire sera toutefois réévaluée 15 jours après la mise en place du confinement, a promis l’exécutif. Et si l’évolution des indicateurs est satisfaisante, certains commerces pourront rouvrir. 

Lorsqu’ils constituent, pour les personnes qui y vivent, un domicile régulier, les terrains de camping et parcs pour caravanes ou véhicules de loisirs ainsi que l’hébergement touristique de courte durée sont autorisés à accueillir du public.

  • Les services publics, sous réserve des interdictions prévues par le présent décret
  • L’accueil des populations vulnérables et la distribution de produits de première nécessité pour des publics en situation de précarité

  • L’activité des établissements d’information, de consultation et de conseil conjugal mentionnés à l’article R. 2311-1 du code de la santé publique
  • Les salles d’audience des juridictions
  • Les crématoriums et les chambres funéraires
  • Les salles liées à l’activité des artistes professionnels
  • Les établissements sportifs de plein air pour certaines activités seulement
  • Les hippodromes mais ils ne peuvent recevoir que les personnes nécessaires à l’organisation de courses de chevaux et non du public.

Les parcs, jardins et autres espaces verts aménagés dans les zones urbaines ainsi que les plages, plans d’eau et lacs restent accessibles au public, précise le décret mais les activités nautiques et de plaisance sont interdites. Chaque préfet de département peut par ailleurs décider d’imposer le port du masque à partir de 11 ans dans ces lieux.

  • Salles d’auditions, de conférences, de réunions, de spectacles ou à usage multiple
  • Boutiques et centres commerciaux, sauf pour les activités de livraison et de retrait de commandes et activités listées ci-dessus
  • Restaurants et débits de boissons, y compris le « room service » des restaurants et bars d’hôtels et la restauration collective sous contrat. La vente à emporter et la livraison de plats à domicile restent, elles, autorisées

Outre les interdictions applicables partout ailleurs sur le territoire et listées ci-avant, en application du décret du 29 octobre 2020, certains commerces à Paris sont sous le coup de restrictions supplémentaires. Le préfet de police de Paris Didier Lallement a pris un arrêté interdisant à compter du vendredi 6 novembre les livraisons et ventes à emporter des restaurants, débits de boissons et établissements flottants (péniches) de 22 heures à 6 heures dans la ville de Paris. La vente d’alcool et leur consommation sur la voie publique sont également interdites entre ces heures.

To sum up, therefore, food stores, pharmacies, gas stations, newsstands, laundries and DIY stores (the Prime Minister notably quoted Leroy Merlin and Castorama during his press conference on October 29, 2020 detailing the measures to implement the reconfinement of France) are authorized to remain open. Hairdressers, booksellers and florists in particular have had to close their doors. The health situation will however be reassessed 15 days after the establishment of containment, promised the executive. And if the evolution of the indicators is satisfactory, some businesses may reopen.

When they constitute, for the people who live there, a regular domicile, campsites and parks for caravans or leisure vehicles as well as short-term tourist accommodation are authorized to welcome the public.

The parks, gardens and other landscaped green spaces in urban areas as well as beaches, bodies of water and lakes remain accessible to the public, specifies the decree, but nautical and recreational activities are prohibited. Each department prefect can also decide to impose the wearing of a mask from the age of 11 in these places.

Paris police prefect Didier Lallement issued an order prohibiting, from Friday, November 6, deliveries and take-out sales to restaurants, drinking establishments and floating establishments (barges) from 10 p.m. to 6 a.m. in the city of Paris. Researchers from the English universities of Sussex and Portsmouth have scientifically shown that you can let cats know if you are friendly by ‘talking’ with your eyes. The researchers looked at the so-called ‘slow blink‘which, translated into human communication, can be seen as a smile. You laugh at a cat with your eyes.

The study called ‘The role of cat eye narrowing movements in cat-human communication’, published on, first confirmed what many cat owners have suspected for years: You can bond with a domestic cat (Cat) build up by the so-called ‘slow blinking’. This special method of squeezing and then blinking slowly is popularly known as the ‘cat smile’ and seems to make humans more attractive to cats.

The research team’s conclusion was based on two experiments, which looked at how the cat responded to slow blinks in the home setting. This was tested first by the owner of the animal and in the second study by an unknown researcher. The owner of the cat was given an explanation of the slow blinking in advance so that it was as similar as possible for each test. Loosely translated the instruction was:

“With a positive but calm expression, slowly and purposefully close your eyelids while pulling your cheeks upward. Try to slow this action down to about 2-3 seconds. Be careful not to lower your eyebrows or wrinkle your nose. ”

Cats blink back

The first study showed that a cat was more likely to blink slowly back to the owner if the owner first blinked slowly at the cat. This compared to when the owner did nothing. The second experiment, with an unknown researcher, also found that a cat is more likely to blink in situations where it was blinked at first. Furthermore, the cats studied were more likely to approach the experimenter’s outstretched hand after slowly blinking their eyes than if they had maintained a neutral facial expression.

The cat’s slow blink sequence, starting from a neutral face transitioning to half blink, then to full eye closure and then to eye narrowing, was also recorded in detail (see photos below).

The results show that this slow blinking technique can provide a form of positive communication between cats and humans and can even be an indicator of positive emotions.

Start a conversation with the cat on the street

Professor McComb of the University of Sussex, who supervised the work:

“As someone who has both studied animal behavior and is a cat owner, it is great to be able to show that cats and humans can communicate in this way. It’s something many cat owners suspected, so it’s exciting to have found evidence for it. ”

McComb adds:

“This study is the first to experimentally investigate the role of slow blinking in cat-human communication. And it is something you can try for yourself with your own cat at home or with cats you meet on the street. It’s a great way to improve the bond you have with cats. Try to narrow your eyes just as you would with a relaxed smile, followed by closing your eyes for a few seconds. You notice that they themselves react in the same way and you can start a kind of conversation. ”

Improve well-being

Dr. Humphrey, lead author and PhD candidate at the University of Sussex at the time of the study, said:

“Understanding positive ways in which cats and humans interact can improve public understanding of cats, improve feline welfare, and tell us more about the social cognitive abilities of this under-studied species. (…) Our findings could potentially be used to assess the welfare of cats in a variety of settings, including veterinary practices and animal shelters. ”

Humphrey gives as possible reasons for the development of the eye blinking behavior:

“In terms of why cats behave this way, it could be argued that cats developed the slow blinking behavior because humans perceive slow blinking to be positive. Cats may have learned that people reward them for responding to slow blinking. It’s also possible that slow blinking in cats started as a way to interrupt a continuous gaze, which is potentially threatening in social interaction. ”

Dr. Leanne Proops from the University of Portsmouth and co-supervisor:

« It is certainly not easy to study natural feline behavior, so these results provide a rare insight into the world of cat-human communication. »

In addition to the slow blinking of the eyes, some peculiarities related to cat psychology were already known. For example, it was known that cats demand attention and can manipulate effectively via the so-called ‘solicitation purring(quizzically purr). Also, cats are able to distinguish their names from other words, even when unknown people call them. Furthermore, cats can be sensitive to human emotional cues and rub or bump their head against an owner who is feeling sad.

Animal Welfare Association St. Pölten

Founded in 1949, the St. Pölten Animal Welfare Association celebrated its 70th anniversary last year. The animal shelter has been located at « Gutenbergstrasse 26 » since 1985, where around 1,000 animals pass through the shelter every year. What is special is that the housed dogs are treated using the « Sheila Harper Method » and so a massive stress reduction is achieved in the animals.

The collected donations are to be used for the new “paw residence”, the “animal learning workshop” and a therapy room for traumatized animals, among other things.

Animal Welfare Association Krems

After the old location was no longer sufficient, a new animal shelter was built in Krems in 2002. For the first time, the most modern knowledge of animal behavior was put into practice. A model for all of Europe was created.

Many animals get to know love and safety for the first time in the Krems animal shelter. Skills training and trusting are cornerstones in the rehabilitation of fearful four-legged friends. A therapy garden was even created to support traumatized dogs. Donations are intended to help expand the therapy program. The needs-based keeping of rabbits and guinea pigs as well as the alleviation of stray cat misery are real concerns of the animal rights activists in Krems. Donations are urgently needed for vital operations and medication.

Quelles sont les assurances obligatoires ?

Le monde de l’assurance n’a pas toujours bonne presse. Outre les abus dénoncés régulièrement par les associations de consommateurs, c’est surtout l’opacité des offres qui perturbe les clients. A la question, « dois-je souscrire cette assurance ? », listons simplement les assurances obligatoires. 

Assurance Responsabilité civile

La responsabilité civile (RC) sert à indemniser les conséquences des dommages (corporels, matériels, immatériels) causés involontairement à un tiers (imprudence, négligence). Cette responsabilité concerne aussi bien l’assuré que celle de  ses enfants mineurs, ses animaux de compagnie, ses employés de maison, ses objets ou son habitation. Si la responsabilité civile vie privée peut être souscrite isolément, elle est bien souvent incluse dans d’autres assurances (assurance habitation, assurance auto, etc.).

Assurance habitation

Le caractère obligatoire de l’assurance habitation dépend du statut de l’assuré. Un propriétaire n’est pas contraint d’en souscrire une, sauf s’il réside dans une copropriété. En revanche, le locataire d’un logement meublé doit avoir une assurance habitation dite multirisques (MRH) qui couvre plusieurs risques (cambriolage, incendie, catastrophe naturelle, etc.). Le locataire doit présenter une attestation d’assurance. S’il ne le fait pas, le propriétaire souscrit lui-même une assurance logement et reporte le cout de la prime sur le loyer.

Assurance auto/moto

La loi impose à tout détenteur d’un véhicule motorisé, qu’il roule ou non, d’être assuré. En réalité, c’est la garantie responsabilité civile qui est obligatoire. Cette assurance auto au tiers indemnise les sinistres causés à un tiers par la voiture ou le deux-roues motorisés. Elle couvre aussi les dégâts touchant les passagers mais pas les propres dommages du conducteur responsable d’un accident. D’où l’existence d’extensions de garanties facultatives comme l’assurance intermédiaire ou l’assurance tous risques.

Assurance Maladie

L’assurance maladie obligatoire couvre les dépenses santé des souscripteurs en ce qui concerne les risques maladie, maternité, invalidité et décès. Elle gère aussi les risques professionnels (accidents du travail, maladies professionnelles). Toutefois, la prise en charge des couts n’est pas totale, d’où l’existence de complémentaires santé, des mutuelles facultatives. 

Garantie dommages ouvrages

Une personne qui engage des travaux de construction (maitre d’ouvrage) en passant par les services d’une entreprise (maitre d’œuvre) a l’obligation de prendre une assurance construction dommages ouvrage. Une attestation doit être délivrée avant le début des travaux. Cette garantie couvre les sinistres compromettant la solidité de l’ouvrage et, plus globalement, ceux qui ne permettent pas d’y habiter.

Assurances professionnelles 

Certaines professions doivent s’assurer contre des risques spécifiques. C’est le cas de la garantie décennale dans le secteur du BTP et de la construction, ou de l’assurance auto professionnelle pour les sociétés entretenant une flotte de véhicules. Les professions réglementées doivent présenter une responsabilité civile professionnelle. Enfin, depuis 2016, un employeur a l’obligation de proposer une mutuelle santé collective à ses salariés (libres d’accepter).



Quelles sont les assurances facultatives ?

Les assurances facultatives correspondent à toutes celles non mentionnées précédemment. Sans être exhaustif, voici la liste des principaux contrats d’assurance non obligatoires avec leur intérêt :

  • L’assurance habitation propriétaire non-copropriétaire : elle reste pertinente pour couvrir les conséquences de certains sinistres comme le vol avec effraction ou une inondation ;
  • L’assurance emprunteur : elle couvre l’emprunteur (et ses proches) en cas d’accidents ne lui permettant plus de faire face à ses remboursements (décès, incapacité de travail, invalidité, chômage). Elle n’est pas obligatoire mais systématiquement exigée par les banques ;
  • La mutuelle santé individuelle : elle prend tout ou partie du reste à charge sur les dépenses de santé non couvertes par l’assurance maladie ;
  • L’assurance scolaire : elle couvre les dommages causés par les enfants mineurs lors de sorties extra scolaires ;
  • Les garanties prévoyance : on peut mentionner l’assurance dépendance, l’assurance obsèques, l’assurance décès…
  • Les assurances autres : on peut citer l’assurance moyens de paiement, l’assurance animaux de compagnie, l’assurance téléphonie mobile, l’assurance voyages…

La nature des contrats d’assurance diverge, entre assurance dommages et assurance de personnes.

Quelles différences entre assurance dommages et assurance de personnes ?

Dans le secteur des assurances, il faut distinguer l’assurance dommages qui garantit les biens et les choses (assurance auto, assurance habitation, assurance véhicule de location, assurance téléphone mobile, etc.) et l’assurance de personnes qui garantit les êtres humains en l’occurrence le souscripteur et ses proches (assurance vie, prévoyance santé, assurance obsèques, etc.).

Les principes de mutualisation et de répartition

Le fonctionnement est le suivant : le souscripteur verse une prime d’assurance à la compagnie avec qui il a signé son contrat. L’assureur procède alors selon le principe de mutualisation des risques : toutes les primes sont mises dans une cagnotte commune et, dès qu’un sinistre a lieu, la compagnie puise dedans pour indemniser l’assuré.

Les primes encaissées chaque année servent donc à couvrir les indemnisations à décaisser afin de couvrir des sinistres survenus l’année en question : c’est le principe de répartition.

Le montant de l’indemnisation

Dans le cadre de l’assurance de biens matériels, le sinistre est soumis à évaluation pour l’assurance dommages mais pas pour l’assurance de biens. La première respecte le principe indemnitaire, à savoir que l’assuré ne peut obtenir plus que la valeur du bien. La somme résulte d’un processus d’évaluation. Le traitement se fait au cas par cas.

En revanche, le montant de l’indemnisation de l’assurance de personnes est chiffré à l’avance dans le contrat : c’est le principe forfaitaire.

Si l’offre des banques en ligne était restreinte à l’origine, la diversification des produits bancaires a changé la donne au fil du temps. Toutefois, des différences se perçoivent nettement entre les acteurs.

Voici un tableau récapitulant le positionnement des banques en ligne sur l’assurance :

Etant donné son environnement d’origine, Axa Banque s’installe logiquement dans le groupe de tête quand on se concentre sur la densité des contrats possibles (assurance dommages et assurances de personnes). Même tendance pour Hello bank! puisqu’elle distribue les produits de sa maison mère BNP Paribas. 

Mais c’est Monabanq qui affiche la gamme la plus riche mais aussi la plus attractive sur les prix. Elle fait l’écart avec ses concurrentes historiques (Boursorama, ING, Fortuneo, BforBank) essentiellement positionnées sur l’assurance moyens de paiement et la garantie effets personnels. Celles-ci restent toutefois très compétitives sur les tarifs des assurances qu’elles commercialisent par rapport à Axa Banque. 

Reste que la question des tarifs dépend énormément des besoins et des profils de chacun. Il faut enfin tenir compte des garanties d’assurances et d’assistance déjà fournies par la détention d’une carte bancaire (Visa, Mastercard). Rinske de Mooij (37) thinks everything she does, buys or eats is good for our planet. According to family and friends, her desire for ‘green’ has become an utter obsession.


Rinske: « Until three years ago I was not so concerned with the ups and downs of mother earth. Of course I separated my waste, kept glass and batteries separate and put clothes that I no longer wore in the appropriate container, but I was not aware of how much I consumed and how much that was at the expense of the energy of others and our environment. This changed when I started a coaching course and came into contact with people who in everything they did, wondered if it was good for everyone and if they really wouldn’t harm anyone. Not even the generations after us. I had never looked at it that way. Because of the interaction with my fellow students, who wore shirts with texts like: ‘do more yoga, eat more plants’, a whole new world opened up for me. Why didn’t I know this?

It was not long before I also wanted to make an effort for a more sustainable lifestyle. That went step by step. One of the first things I decided to change was to stop eating meat. As I began to delve into sustainability and talk to people about it, I started to realize how much negative impact the meat industry has on our well-being. Both for the animals and for the people, and for our earth. You may have heard that one steak requires up to four thousand liters of water. And I’m not even talking about global warming, the nitrogen problem and the manure surplus. A year ago I therefore switched from vegetarian to vegan, which suits me even better.

Happy with every bee

I was not there just to stop using animal products. How about all the poison used to grow our fruits and vegetables? I was terribly unhappy with the idea that I served this to my children, partner and myself every night. I need a vegetable garden, I thought. But because I really don’t have enough time to grow vegetables myself, I now get all my vegetables and fruit from the vegetable garden or in the bio-store. Pieces more expensive, but much more honest and tasty. I also grow a few types of vegetables in my own backyard. I also removed all the tiles – which my husband put in it with blood, sweat and tears a few years ago – from the front garden, so that I could sprinkle seeds from flowers that contain nectar and are therefore good for insects. As a child I am so happy with every bee or butterfly that flies through my garden. All those paved streets are not good for the animals, nor for the soil.

Once you delve into sustainable living, you will gain insight into what you as a consumer can do to contribute to this. After I attended a lecture on palm oil and the palm oil industry, my purchasing behavior became even more conscious. Trees are cut down to produce that palm oil. Every day a piece of rainforest the size of the city of Amsterdam disappears, and the Netherlands consumes an enormous amount of oil every year. Palm oil is a cheap filler that can be found in many products under different names. I don’t want to participate in that. You understand that just quick shopping has not been an option for me for a long time. I read every label carefully and now know almost all abbreviations. It often happens that I put back a packet of cookies because I don’t trust it. Approvals do not give any guarantee. As an alternative, I bake my own cake or cake at home, which in turn makes me feel guilty because an oven uses a lot of power. And so it is constant deliberation. Because when are you really doing it right? The more I know, the more difficult it sometimes seems to get.

A while ago I had bought washable sanitary towels. Because you can wash it out, you can use it over and over again. That seemed like a good alternative to the regular disposable dressing, which is very harmful to the environment because it contains so much plastic. I suddenly woke up halfway through the night. Had I really made a good buy? All that washing also costs a lot of water, especially washing at sixty degrees. I searched the web and came across a discussion of disposable diapers versus cloth diapers. Then I can really read for hours and go from forum to forum. Day night sleep! That same panicky feeling can overtake me when I have to throw away food because it’s out of date. Actually, I can’t get that over my heart. My children are not allowed to do it either, although I think they sometimes secretly throw a sandwich in the trash can at school. All in all, my heart has grown greener.

I don’t get any cosmetics that have been tested on animals, and neither does honey from the supermarket. When I walk my dog, I always have a special bag with me to collect waste. And I keep coming up with new ideas to live an even more sustainable life. For example, during a retreat in the South of France, I read the guest regulations, which asked to use as little soap and shampoo as possible. It takes decades for soap scum to break down. At the accommodation there was a tank in which all used water was stored. This of course became a topic of conversation, because who doesn’t like a nice dot of foam? Suddenly I heard one of the participants say something about biodegradable shampoo, and she also had toothpaste from the same brand. Once at home, I immediately started ordering all those responsible care products. That biodegradable toothpaste is really the limit for my children. They don’t think it’s nearly as fresh and according to them they even smell it from their mouth. My husband doesn’t care when it comes to usage, but he does complain that this switch is costing us a lot of money and time. He thinks I’m really going for it.

100% biodegradable

My children hope that classmates don’t see me at the supermarket. Our entire house is now ‘biodegradable’, from cleaning products to waste bags. I also make some products myself, such as toilet cleaner or cream. My husband and kids are going crazy with me and my eternal desire for sustainability. On the other hand, I still think it is not sustainable enough. I scour the entire internet for options to live more responsibly. Recently I came across a book by an American family that produces zero waste, so inspiring.

A while ago we organized a ‘plastic attack‘at the supermarkets in our region. I stood at the entrance with other ‘green’ people to ask the shoppers to leave their plastic in the supermarket. My children were really ashamed to death. They were concerned that classmates would see their mother pulling soda bottles out of the packaging. I thought it was a good thing to encourage awareness, because why does each pepper have to be packed separately? It is a pity that my environment thinks it is a shame that I have changed so much and have become environmentally conscious, I think it is a pity.

Sustainable nagging

Recently my best friend gave me the full blast. I asked her if she had a wish list, to which she replied very sharply that I had been buying fair trade chocolate, organic wine or socks made from used fishing nets for years, and that she really wasn’t looking for stuff like that. She still lives in a world where collecting beautiful things is a must. I recognize myself in it, but then as I was five years ago. My husband and I have often had words lately. Our annual distant vacation, for example, is really a point of discussion. Unfortunately he does not suffer from flying shame so that holiday continues. To buy off my guilt, I donate a large amount to a tree planting project after every plane trip.

I live in the countryside in an old farmhouse, but I would much rather live in a house where you can live completely self-sufficient. I know I’ll never get my husband into it; our house belonged to his parents and he really doesn’t want to leave. In that respect, we are not quite on the same wavelength and that is such a shame. Sustainability is not just an empty slogan but a lifestyle, and I would like to share it with my family. It has brought me a lot to look at everything around me in a more conscious way, but it also causes unrest in a way. As long as you are ignorant, you shouldn’t feel guilty if you do something wrong. But since I became aware of my contribution to the world, I always fear that I am not doing enough. And my good intentions create tension between me and my husband. As soon as, according to him, I start to be too pedantic or rattle on what is or is not responsible, he walks out of the room with his hands over his ears. Then I know that I have gone too far again. «

Kathrin Herrmann is Berlin’s new animal welfare officer – Insurance for Pets

Berlin has a new animal welfare officer. The veterinarian Kathrin Herrmann was introduced on Wednesday by the responsible Justice Senator Dirk Behrendt (Greens). The 44-year-old succeeds Diana Plange, who had held the office since 2017 and retired at the end of August.

« One of Berlin’s animal welfare policy focuses is to become the capital of animal-free research methods, » said the veterinarian. That will be the focus of their future work.

Berlin in first place in animal testing

Research on around 223,000 animals was carried out in Berlin laboratories in 2018, placing the capital in first place nationwide. In Germany, 2.1 million animals were used for medical experiments and 690,000 were killed in the process. According to Herrmann, there are three so-called “surplus animals” for every test animal, which are not “consumed” and are mostly simply killed.

Only 15 percent of the animals are used in applied research, 23 percent in the manufacture of drugs or vaccines. The largest part, 44 percent, is used in basic research, where animal experiments, unlike the testing of active ingredients, are not legally required. According to Herrmann, the experiments are mainly carried out on mice, rats and fish, but also on dogs and cats.

Herrmann does not deny that animal experiments have been useful here and there. « The transferability of the results is negligible. » On the one hand, the chronic diseases that dominate our society, such as Alzheimer’s or heart problems, but also cancer, are not easy to simulate in animals.

In addition, only a fraction of all substances tested on four-legged friends would also have an effect on humans or cause no side effects. Instead, there are much better alternatives, such as those being researched by Jens Kurreck at the Technical University of Berlin. The biochemist uses 3D printing to reproduce human organ models on which viruses and antidotes can be tested.

According to Herrmann, the fact that animal testing is still the method of choice has a lot to do with tradition. “It is an industry where there is really a lot of money behind it.” It is accordingly difficult to bring about changes there. According to estimates, around 1.92 billion euros were available nationwide for animal experiments in 2015, and only 6.4 million for alternative methods.

Alternatives to animal testing do not matter

The alternatives would hardly play a role in biology and medicine studies. « The supposed gold standard is still animal testing, even if it cannot be scientifically justified, » said Herrmann. A paradigm shift is needed, and this requires more pressure from politics and the public.

The red-red-green government coalition also wants to make Berlin the capital of alternatives to animal testing. “We’re not there yet,” admitted Senator Behrendt. Since 2016, the number of test animals has been reduced by 20 percent. “In terms of absolute numbers, that is not yet a great success, but it is a step in the right direction.” Research on primates is no longer done in Berlin.

Herrmann is assigned three employees for their work. Due to her previous work in practice and science, she was « excellently suited for the position of the state animal protection officer, » said her employer, Behrendt. The veterinarian with a doctorate in animal welfare and animal welfare ethics comes from near Ulm and came to Berlin to study. Until 2017 she worked for ten years at the State Office for Health and Social Affairs (LAGeSo), where she examined applications for animal experiments. Herrmann’s job is also to advise citizens. She wants to focus on the connections between animal welfare, nutrition, pandemics and climate change. Generali is expanding its range of products with a new offer aimed at dog and cat owners. While almost half of French households own a pet, including 20million dogs and cats, only 7% of dogs and 3% of cats are insured.

The Institute for Agricultural, Fisheries and Food Research (ILVO) in Flanders recently published the research report ‘Creating added value in organic farming through sustainable combinations of vegetable crops with outdoor range for poultry’. This is the final report of the LEGCOMBIO project that ran from 2017 to 2020.

In densely populated regions such as Flanders, the pressure on the remaining open space is increasing and efficient land use is becoming increasingly important. This applies in particular to the agricultural sector, one of the main actors in rural areas. This means looking for ways to produce more on the same surface. At the same time, concerns are growing about the impact of intensive farming practices on the environment and on animal welfare.

In the research project ‘Creating added value in organic agriculture through sustainable combinations of vegetable crops with outdoor range for poultry’, it is investigated how the efficiency and sustainability of production can be maximized by well-thought-out combining a multi-year, vegetable kept) poultry. The results of three years of research within this project are described in three
partial reports.

The desk study is the first part of a three-part project report. On the basis of an extensive literature study, the various sub-aspects (vegetable production of food, wood and / or
biomass and animal production component of eggs or meat, soil and environment, regulations, economic feasibility,…) of such mixed cultivation systems. Besides knowledge
From literature, practical experiences are also reported, based on contact moments between different producers, researchers and consultants during the course of the project. Practical testimonials are inserted throughout the desk study in separate text boxes at the paragraphs to which they apply.

The second part describes the results of a long-term experimental study into the promotion of outdoor use by laying hens. The influence was considered

In a third part, the system was evaluated under practical conditions in a reversed departure situation: here broilers were raised in an existing plantation of small fruit (kiwi berry) at the O’Bio company. We evaluated the influence of the environment and factors such as barn position and distance from water on outdoor use, weed pressure, crop damage and soil conditions.

At the start of the study, some hypotheses and questions were asked. Due to the observational nature of the trial (practical situation, no repetitions), as expected at the start, it was not possible to draw firm conclusions from this. Because the above-ground crop conditions, the clearing of the berries and the pest pressure were not explicitly monitored, these questions remain unanswered for the time being. Nevertheless, some things have become clear:

  1. Chickens in the outdoor area suppress the weeds locally (in the vicinity of the house), but extra stimuli to encourage outdoor use further away from the house are needed.
  2. The deposition of chicken manure locally creates a high nutrient pressure. At the barn openings (popholes), this accumulation seems almost inevitable solely through better chicken distribution, which implies the need to remove the manure. An attempt can be made to gradually increase the distance between barn and drinker at an earlier age (than was the case in this test) to obtain an even greater spread of manure.
  3. By better spreading the chickens and / or moving the house, the pressure in terms of root damage or nutrient accumulation will be leveled off and spread more evenly in the space. An increased mineralization rate by the foraging of the chickens could not be deduced from this experimental design.

Despite the fact that there is a large degree of shelter in the outdoor range due to the row-shaped planting, there are more factors that determine the degree of outdoor use. The part of the run that is effectively used by the chickens seems a lot smaller than the potentially available space.

Barely born kittens were miraculously rescued from the streets as a storm raged.
