  • A tightening of the requirements for dog breeding: In commercial dog breeding, for example, one carer may look after a maximum of three litters at the same time.     The existing regulations on the required outdoor exercise will be specified in terms of duration and frequency. According to this, a dog should be allowed to exercise outside of a kennel at least twice a day for a total of at least one hour (e.g. walk, exercise in the garden, etc.). This is to ensure that dogs are given sufficient exercise and contact with environmental stimuli in the future. As stipulated in federalism, implementation lies with the federal states.
  • Change of the animal protection transport regulation: The transport time for transporting farm animals (within Germany) is limited to four and a half hours, if it is not ensured that at any time during the transport, in the area in which the animals are during the transport, a temperature of no more than 30 Degrees Celsius prevail.

Why Anti-Racists Should Be Vegans – Insurance for Pets



Standing up for justice should not be limited to a select group.

With increasing amazement, I see how several anti-racism activists are ignoring the suffering of animals from factory farming. For example, Fati Benkaddour argues that « the constant broaching of ‘Islamic wrongs’ in the meat industry is motivated by Muslim or Jewish hatred. » Akwasi then went a step further by stating in his Parool interview that Golden retrievers are better represented in the House of Representatives than people of color. These kinds of statements show us the wicked blinders that fighters for justice can have. They recognize one injustice (racism), but ignore the other by reducing animal activists to racists and hobbyists. It begs me the question: if you really have an eye for the seriousness of one injustice, then you must understand that you shouldn’t downplay the other injustice?

The injustice is not downplayed
After all, that other injustice is undeniably great. Animals are widely confined, maimed, forced on a torturous diet, forced inseminated, separated from their families and gassed. In the Netherlands alone, an estimated 1.7 million animals are killed every day. It is a number so great that I can hardly imagine it being so. And yet this is the bizarre reality. Anyone who is aware of this realizes that this is too cruel to say. As far as I am concerned, the way we treat animals is downright criminal.

Why then the trivialization?
Why then the trivialization? Benkaddour’s opinion piece assumes that those who oppose the slaughter without anesthesia are mainly driven by hatred of Muslims or Jews. That view does not come out of nowhere. The PVV undeniably uses the sacrificial feast to be able to bash Muslims. A broader sympathy for animals can only be observed with Dion Graus. To conclude from this that Muslim or Jewish hatred is a major motivator for opponents of the sacrificial feast is reprehensible. There are plenty of animal activists who do not hold double standards and criticize both slaughter without stunning and factory farming. Sandra van de Werd was therefore rightly agitated to Benkaddour’s piece: « I am done being dismissed as a racist because I stand up for animals. »

Rapper Akwasi went a step further this week. He reduces the fight against the criminal treatment of animals by the Party for the Animals to the representation of golden retrievers. Now I know that Akwasi often makes provocative statements and that it is wise to let stupidity pass you by, but I cannot ignore this kind of madness. It shows an important and more common flaw in movements that fight for justice: the blinkers of a focus on just one kind of injustice.

Carol J. Adams book The Sexual Politics of Meat: A Feminist-Vegetarian Critical Theory show the problem well. In this book, Adams compares the oppression of women to that of animals. In doing so, she convincingly shows that the oppressive ways of thinking have connections. According to her, anyone who is able to reduce an animal to a thing is also the case with a woman. An idea for which there is a lot of evidence. Adams is rightly surprised that many recognize one injustice and trivialize the other injustice.

Adams’s insight that oppressive ways of thinking have connections and are reprehensible in whatever form is of course equally valid for reducing someone from color to inferior being. Philosopher Eva Meijer draws the only correct conclusion from this: “If you are an anti-racist and feminist, you should automatically be a vegan too. The processes of exclusion of women and non-white people are based on the same underlying structures as those of animals. ” So standing up for justice should not be limited to a select group, because then you close your eyes to other injustices.

Suppression of animals, women and people of color are all undesirable. This is why I stand up for women, animals and people of color. Benkaddour and Akwasi supporters would do well to do the same. Anti-racism activists, feminists and animal rights activists all fight against injustice, so let’s fight that fight together and without blinkers.

Guinea pig

Guinea pigs are ideal for city apartments: they are quiet, do not disturb the neighbors and can be kept without the landlord’s permission. But guinea pigs also make demands on keeping and care. As clan animals, they must always be kept together at least in twos, or better still in threes, otherwise they suffer from loneliness. You like to move and need a lot of space. For two to three animals you should buy or build a cage with a base area of ​​at least 1.50 by 0.75 meters.

In addition to a sleeping house, one or two feeders, drinking bottles or water bowls are part of the equipment. Cork tubes, roots and branches provide protection and security for the frightened rodents. Rough stones are suitable for sharpening claws, unsprayed fruit tree branches for gnawing. The teeth are constantly growing back and have to be worn down through gnawing. Chewing hay also keeps teeth short. Old bread is unsuitable; it often contains mold spores.

nutrition

Guinea pigs are herbivores, in the wild they search for food all day. The animals should therefore always have hay available, which stimulates the intestinal activity, and also receive green fodder such as dandelions and meadow herbs, fruit and vegetables. A daily ration per animal, divided into two to three servings, could consist of a quarter of an apple, a small carrot, a piece of fennel and a large tuft of grass. Give little or no dry food, it is high in carbohydrates. Drinking water should always be available and changed daily.

Guinea Pig Grooming

If the guinea pigs have the opportunity to sharpen their claws (climbing opportunities, obstacles), they wear out naturally. If the claws get too long, they have to be cut. The first time you should let the vet or an experienced owner show you how to do it. Grooming does not play a role in common species such as smooth-haired or rosette guinea pigs. Guinea pigs should not be bathed. Have your teeth checked by the vet every three months if possible. If the teeth are worn too long and irregularly, they grow pointed into the mouth. That hurts, the animal can no longer eat properly and becomes emaciated.

Gerbils

Mongolian gerbils are usually kept as pets. The animals are active during the day and at night, like to climb and jump and are extremely afraid of water. Gerbils have to be kept at least in pairs. To get started, choose a same-sex couple, preferably littermates. If you keep a female and a male, you have to be prepared for a lot of offspring, so it’s best to castrate the bucks.

The right mouse cage

The cage for the gerbils should be bright but not in direct sunlight. In addition, the rodents cannot tolerate drafts and noise. Indispensable equipment for the cage or terrarium are sand baths, in which the animals wallow to remove moisture and glandular secretions from their fur. Ceramic flower bowls or candy jars are ideal for this, as the mice cannot dig the sand out of them so quickly. Objects made of plastic have no place in the gerbil shelter, the mice gnaw them off. Replace or sift the sand, preferably bird or chinchilla sand, at least every two days. In addition, the animals need a house to sleep or to hide, stones and branches to lay out corridors, material such as straw or hay to nest and wood or cardboard to gnaw.

The basic feed made from seeds is bought as a ready-made mixture. You can also offer hay, vegetables and animal protein (eggs, cheese) two to three times a week. The dry feed can be distributed in the litter, the animals look for it.

Never pull or pick up gerbils by the tail, it could tear off. In order not to frighten the mice, they can initially be taken out of the cage with a tube, for example from a kitchen towel. The mice secrete a secretion of sebum and fragrances via their scent or ventral glands on the abdomen. This is how gerbils mark their territory, their conspecifics and sometimes their owners. Humans can neither see nor smell it. It happens that this gland becomes inflamed, then it is worth going to the vet.

Rabbits

Rabbits love company. It is best to get at least two animals, preferably a female rabbit and a neutered bull or two females from the same litter. This prevents territorial and hierarchy battles. In addition to a sufficiently large enclosure, the animals need to run free in their home or in an outdoor enclosure every day. In cages that are too small, their muscles atrophy and they develop behavioral disorders (gnawing of the bars, constant scratching in the corner of the cage or even biting).

Every animal needs its own sleeping house as a shelter and hiding place. Since rabbits are cave dwellers, the enclosure must not be visible from all sides. Non-toxic branches to gnaw at, rhizomes to hide, flower bowls filled with sand provide variety in the cage. The equipment also includes two toilets with litter and heavy food and drinking bowls, for example made of earthenware.

Proper nutrition for rabbits

Good hay is the basis of nutrition and should always be available. In addition, the animals need fruit (apples, pears), vegetables (carrots, celery, broccoli) and green fodder (dandelions, parsley). The rabbit needs drinking water constantly, it has to be changed daily.

maintenance

Rabbit teeth constantly grow back and have to be worn down by chewing on hard objects. The animals like to use unsprayed branches from fruit trees, willows and beeches, pieces of bark and roots. If the teeth are still too long, they will interfere with eating and the vet will have to shorten them. Healthy animals groom and clean themselves, they shouldn’t be bathed. When the hair is changing, you can remove shed hair with a rabbit brush. With good care and maintenance, the nails should be short and wear naturally. If this is not the case, have the veterinarian cut it.

The ornamental fish is a very popular pet in Germany. 85 million fish paddled in the home aquariums in 2011. The wide range and the magnificent colors of the fish often tempt you to make spontaneous purchases without having been adequately informed beforehand. Mistakes are made, for example, in the composition of species, water quality and feeding. Even the smallest disturbance in the biotope aquarium – and the fish die.

The smaller the pelvis, the more difficult it is to create a stable balance. Fluctuations in temperature or excessive amounts of feed, for example, quickly affect plants and animals. To get started, you should therefore start with a 100-liter basin that is equipped with a filter system, lighting and heating. Aquariums need smooth, level surfaces on a stable base cabinet. Unevenness and the pressure on the glass can be leveled out with a foam pad. Water transmits sound and vibrations, so choose a location that is not constantly walked by. In addition, avoid exposure to the sun, as it allows the algae to grow. Before the fish can move in, the tank must be « retracted ». Under no circumstances should you simply put the animals in the pool before a stable equilibrium has been established. This takes about two to three weeks.

When designing the aquarium with stones, wood and plants, one is guided by the natural habitats of the fish. Hiding places and retreats should not be missing. For the oxygen supply and the biological balance, the tank should be adequately planted. The better the plants grow, the less the algae grow. Good lighting of the aquarium is particularly important. The water should be changed once a week. To do this, you renew about a third of the amount of water and make sure that the pH value, hardness and temperature are correct. The water quality can also be checked by taking a sample at a specialist retailer.

The right choice of fish

Schooling fish cannot be kept individually. Not only do you get scared and pale, but you get sick more quickly. The minimum for neons or guppies is about six to ten animals. Pair-forming fish such as cichlids are more difficult to keep than schooling fish. In general, one should make sure that the fish are roughly the same size, prefer the same water quality and temperature and similar food and do not hunt each other in nature.

Fish like to eat that

It is best to feed several times a day and only as much as the animals can eat away at a time. Too much feed spoils the water quality. When choosing the feed, one is guided by the fish species.

Birds as pets: canary and budgie

Canaries or budgies are usually kept as pets. The latter originally come from the grass steppes and forest areas of Australia, where they live in large schools. The wild form of the canary, the Canary Girlitz, is at home in the Canary Islands and is also a flock of birds. Both species of birds should therefore be kept at least in pairs. When choosing the animals from the breeder or dealer, pay attention to whether pairs have already been found and then buy both animals.

A generous cage

The birds need enough space to fly. Commercially available cages are often too small. Round cages are not suitable, the birds cannot orient themselves. A bright, draft-free place at table height on the wall is a perfect location. The room temperature should be as constant as possible between 18 and 20 degrees Celsius; birds do not like large fluctuations. Therefore, do not place the cage on the windowsill or close to the heater. The bottom of the cage should be covered with bird sand.

In addition, the birds need several feeding and watering places, bathing bowls or bathing houses, branches to sit on, selected toys and poles for hopping and climbing. Branches of unsprayed trees from nature are also suitable. Before you put them in the cage at different heights, you should let them dry well. The birds can get diarrhea from fresh twigs. There must be at least one hour of free flight per day. The birds also like a climbing tree in the room, which you can easily build yourself from a few larger branches.

The right bird seed

A commercial grain mix is ​​sufficient as a basic feed. The food bowl must always be full, otherwise the birds could starve to death. Do not feed treats and fatty seeds more than once or twice a week. Fresh green fodder and fruit are also on the menu. Quickly remove leftovers from the cage so that the birds do not eat anything that is spoiled. Offer bird grit (small pieces of lime and mussels) in an extra bowl, this supports digestion. Birds need fresh water all the time.

Care tips for budgies and canaries

The annual change of plumage usually begins in the summer months and lasts up to eight weeks. The bird now needs more rest and a daily bath. It is also important to pay attention to a particularly balanced diet. Too long claws must be trimmed. If you are unsure, let the vet show you. You should also check whether rings are growing into the leg or constricting the foot.

Safety for farmers

The municipality warns on its website for possible botulism in standing water in and around Oosterhout, which causes dogs to be seen.

Botulism in stagnant water

Several dogs who have all swum in still water have become ill. The Brabant North Environment Agency assumes that the animals have become ill due to botulism. Botulism is a contagious form of food poisoning. Especially waterfowl and fish die from this. The bacteria that causes botulism multiplies quickly when there are dead birds or fish in the water. Or when the water rises above 20 degrees Celsius. Be careful not to let your dog drink or swim in standing water. It is not yet known whether the poisoned dogs on the Vrachelse Heide also died from botulism. That investigation is still ongoing.

What can you do about it?

Botulism has not occurred in humans for a long time in the Netherlands. However, as a precaution, it is better not to swim, surf or play in water in which dead animals have been found. It is also advisable to keep pets away from dead animals and the water in which they have been found. To prevent the spread of botulism, it is important that dead animals are cleared up as soon as possible. Therefore, do not touch the dead animals, but report the dead animals and the location to the water board on telephone number 076 – 564 1000 or the municipality 14 0162.

Berlin, AUGUST 4, 2020 – The love of animals: August 8, 2020 is World Cat Day. The most popular pet of Germans celebrates its special day. According to the Industrieverband Heimtierbedarf e.V. (IVH) [1] In 2019, around 34 million pets lived in German households. This means that almost every second household in Germany has at least one pet. The undisputed number one: the cat. A total of 14.7 million house cats live in around 23 percent of households in Germany. With this in mind, it’s not surprising that the cat has its own holiday. The full-service real estate service provider McMakler (www.mcmakler.de) summarizes what needs to be considered when keeping cats in rental properties with regard to World Cat Day.

The general ban on pets is ineffective

The case law of the Federal Court of Justice (BGH) on the subject of animal husbandry is clear: A clause in the pre-formulated lease that prohibits the keeping of animals in general is ineffective due to unreasonable disadvantage for the tenant (judgment of January 20th, 1993, Az: VIII ZR 10/92). The keeping of small animals such as hamsters, budgies or aquarium fish is always allowed, as their presence is part of the contractual use of the apartment. Especially if they are kept in a container (aquarium, bird cage, etc.). In principle, cats and dogs may not be banned within the framework of general terms and conditions (BGH, judgment of March 20, 2013, Az: VIII ZR 168/12). “However, that does not mean that tenants can now keep cats and dogs without any consideration for others. Rather, the attitude must be assessed individually in each case on the basis of a weighing of interests, ”explains Philipp Takjas, in-house lawyer at McMakler.

Reservation of permission by the landlord for keeping cats

There are many different animal husbandry contracts. Small animals must not be excluded through pre-formulated contracts, provided that an appropriate number of animals is kept. When keeping cats and dogs, the landlord should be asked for permission before purchasing. A clause on the reservation of permission is effective if it does not cover all animal husbandry, but only refers to certain animals. “The landlord may not refuse to give his consent in general or arbitrarily. He must be able to present factual and objective reasons for the rejection. In addition to the legitimate interests of the landlord and the neighbors, the following aspects must be taken into account: number of cats in the apartment, the behavior of the animal, the way they are kept and the condition and location of the apartment in the house, ”says Takjas from McMakler. The same applies if there is a right of withdrawal for keeping pets in the rental agreement. Withdrawal of the permit without giving reasons would unreasonably disadvantage the tenant.

Weighing of interests: cat hair allergy

A neighbour’s cat hair allergy can – but does not have to be – affect how you keep cats. This is proven by the different case law in the following cases. In one case (Regional Court Munich I, judgment of March 25, 2004, Az: 34 S 16167/03), a tenant of a cooperative apartment wanted to buy a cat for therapeutic reasons for his son, who suffered from panic attacks and insomnia. A neighbor who suffered from allergic asthma disagreed with this. The district court ruled in favor of the neighbor. As part of the weighing of interests, the risk of the sick person suffering from a life-threatening asthma attack was judged to be more serious than the psychological development of the child without a cat. On the other hand, there is an older judgment by the Hanover District Court and the Cologne District Court (judgment of August 9, 2012, Az: 210 C 103/12). In the case of the AG Cologne, the landlord preventively banned keeping cats in order to protect allergic tenants without a specific allergic tenant living in the house. The court saw this reason as insufficient for a general ban and also pointed out that with a pure house cat there is hardly any risk of contact with the neighbors anyway. “A neighbour’s cat hair allergy does not mean that keeping animals can be prohibited. The decisive factor is always the weighing of interests in the individual case, ”explains Philipp Takjas from McMakler. « The legal situation is clearer, for example, in the case of furnished apartments, since cat hair is very difficult to remove, especially from upholstered furniture, » adds Takjas.

How many cats are too many?

The more, the better – many cat lovers may think to themselves. The district court of Berlin-Lichtenberg (judgment of July 31, 1996, Az: 8 C 185/96) decided, however, that seven cats in a three-room apartment are unfortunately five too many. In view of the size of the apartment and the coexistence with the other residents, the tenant had to limit the number of her house tigers to two. The same thing happened to the owner of a one-room apartment. He kept 14 cats in his 42 square meter property. The Berlin Court of Appeal (judgment of 03.06.1991, Az: 24 W 6272/90) ruled that if there are more than four cats there is no longer a proper use of the property. The background to the lawsuit was that other house residents had complained about the strong odor nuisance. In principle, the number of velvet paws in an apartment should be limited to an appropriate amount.

Damage from keeping cats

More and more tenants want to make it easier for their cats to get in and out with the help of a cat flap. The installation of a cat flap not approved by the landlord is contrary to the contract, but does not justify the termination of the lease. Both the Berlin-Schöneberg District Court (judgment of February 19, 2004, Az: 9 C 619/03) and the Erfurt District Court (judgment of July 9, 1999, Az: 223 C 1095/98) decided. However, the landlord has a claim for damages – and that can be quite expensive when moving out.

“There is not always a claim for damages. If the landlord tolerated the keeping of animals, then, for example, scratch marks on a parquet floor are part of the contractual use of the apartment, ”says in-house lawyer Takjas. The district court of Berlin-Charlottenburg (judgment of 23.03.1999, Az: 8 C 126/98) has decided that the wear and tear of the floor caused by the animal is part of normal rental use when kept in a species-appropriate manner.

Conclusion

“The landlord does not have to tolerate every pet, but is also not allowed to pronounce a general pet ban. Keeping small animals is always allowed as long as there is a normal number of animals. In order to be able to pronounce a ban on keeping animals, this must be subject to a permit. The landlord must individually assess the interests in each case. With a species-appropriate keeping and an adequate number of house tigers, nothing should stand in the way of keeping cats ”, sums up Philipp Takjas from McMakler.

South Africans’ rush to major wildlife parks boosts local tourism – Insurance for Pets

Many broiler farms in violation, too little light and too many chicks | NOW – Insurance for Pets


Four in ten broiler farms appear to be committing animal welfare violations, the Dutch Food and Consumer Product Safety Authority (NVWA) reported on Tuesday after a random check. Among other things, it was found that there was too little light and too many chicks in the houses and that the litter was of poor quality.

In the sample, 91 of the total 734 broiler farms were visited by inspectors. 42 percent of the companies were in violation.

The NVWA continues to consider animal welfare a « point of concern ». For example, veterinarians of the NVWA regularly find injuries to the animals. For example, the chicks may have footpad lesions. These are painful inflammations of the legs that arise, for example, if the bedding in the barn is too wet.

Last year, a total of 189 broiler farms were fined or warned after checking by a veterinarian. This is 26 percent of all broiler farms in the country.

Der größte Umschlagplatz für Haustiere aller Art ist das Netz – Der Tierschutz bleibt dabei meist auf der Strecke.

Die Corona-Krise hat den Online-Handel verstärkt. Doch nicht nur der örtliche Einzelhandel leidet unter der Entwicklung. Auch Tierschützer betrachten die vermehrte Nachfrage nach Tieren aller Art – von Mode-Hunden bis zu seltenen Reptilien – mit Sorge. Weil viele Tierbörsen dieses Jahr abgesagt werden mussten, vermutet der Verein Pro Wildlife, dass das Internet-Geschäft mit lebenden Tieren noch weiter an Bedeutung gewonnen habe.

Zunächst jedoch hätten coronabedingte Grenzschließungen sowie schärfere Kontrollen den illegalen Welpenhandel aus Osteuropa, der hauptsächlich über Online-Plattformen abgewickelt wird, „massiv behindert“, heißt es in einer aktuellen Studie der Stiftung „Vier Pfoten“. Der Markt für Hunde sei zunächst um mehr als 24 Prozent eingebrochen. Doch gleich nach den ersten Grenz-Lockerungen zeichnete sich wieder ein Anstieg für Hunde-Verkaufsanzeigen ab. „Insbesondere Trendhunderassen wurden verstärkt angeboten“, bilanziert „Vier Pfoten.“ So sei auf eBay-Kleinanzeigen die Zahl für Französische Bulldoggen um 18,9 Prozent, für Möpse sogar um 22,2 Prozent (im Zeitraum vom 13. bis 29.05.20) angestiegen.

„Online-Portale bieten illegalen Welpenhändlern eine ideale Verkaufsplattform“, meint Daniela Schneider, Kampagnenverantwortliche für Heimtiere bei „Vier Pfoten“. Benutzerkonten können einfach mit einer Mailadresse erstellt werden, eine Überprüfung der Identität finde nicht statt. „Diese Anonymität nutzen kriminelle Händler aus und verkaufen die viel zu jungen und oftmals kranken Tiere, ohne dabei zu riskieren, strafrechtlich verfolgt zu werden“, kritisiert sie. Die wahre Herkunft der Tiere könne auf Online-Plattformen leicht verschleiert werden. Tatsächlich würden die Welpen in Osteuropa „unter grausamen Bedingungen vermehrt und viel zu früh ihren geschundenen Müttern entrissen“. Die  Hündinnen würden als Gebärmaschinen missbraucht und fristeten in engen Verschlägen ein trauriges Dasein. Da hier nur der Profit zähle, erhielten sie keine medizinische Versorgung. Die Welpen seien weder geimpft noch entwurmt und bekämen kein altersgerechtes Futter. „In engen Kisten oder unter Rückbänken werden sie ohne Trinkwasser über lange Strecken, quer durch Europa in die Bestimmungsländer wie Deutschland transportiert“, beschreibt Schneider. Für die Übergabe würden die Tiere oft mit Medikamenten aufgeputscht, damit sie gesund und fit wirken. „Nach nur kurzer Zeit zeigen sich dann die ersten Krankheitssymptome, die aus den dramatischen Zuständen ihrer ersten Lebenswochen resultieren.“ Viele von ihnen litten neben dem emotionalen Trauma zusätzlich an hochansteckenden und lebensgefährlichen Krankheiten wie Parvovirose oder Staupe, sodass viele der Tiere sterben – trotz aller Bemühungen der neuen Besitzer und hohen Tierarztkosten.

Das Internet erleichtere dieses Geschäft: „Ohne Identitätsprüfung können die Online-Händler unerkannt agieren und auch mehrere Konten anlegen, um das Ausmaß ihrer Aktivitäten zu vertuschen“, kritisiert Schneider.

Doch nicht nur Hundewelpen zählen zu den Opfern des tierischen Online-Handels. Nach Angaben der Organisation Pro Wildlife sei das Internet mittlerweile der wichtigste Vertriebskanal für Wildtiere, die in Deutschland als exotische „Haustiere“ angeboten werden. „Hier kann jeder alles kaufen, was in einen Käfig oder einen Glaskasten passt. Und das Angebot ist riesig“, schildert Projektleiterin Katharina Lameter. Das Internet erhöhe den Kreis potenzieller Kunden und mache somit ein großes Artenspektrum für jedermann zugänglich. Käufe erfolgten oft spontan, gleichzeitig sei die Einhaltung arten- und tierschutzrechtlicher Vorschriften (wie etwa eine verpflichtende Beratung von Kunden) im Internet nicht gewährleistet.

Parallel habe sich ein lukrativer Handel mit seltenen Arten entwickelt. „Immer mehr neue und bedrohte Arten tauchen im Handel auf. Dabei handelt es sich häufig um Tiere, die in ihrem Herkunftsland aus der freien Natur eingefangen wurden (teils legal, teils illegal), um sie in Deutschland als ‚Haustiere‘ zu verkaufen“, beschreibt Lameter.

Pro Wildlife habe vor kurzem eine aktuelle Studie im Auftrag des Bundesumweltministeriums (BMU) und des Bundesamtes für Naturschutz (BfN) durchgeführt, in der der Handel mit exotischen Heimtieren, speziell online, detailliert untersucht wurde. Einige der Ergebnisse: Innerhalb von zwölf Monaten wurden mehr als 2000 verschiedene Reptilien-, Amphibien- und exotische Säugerarten im Internet, auf Tierbörsen oder in Zoofachgeschäften angeboten – 96 Prozent der Arten über das Internet. Für 75 Prozent der angebotenen Arten gelten keinerlei internationale Schutzbestimmungen und damit auch keinerlei Handelskontrollen. Sogar Tiere, die stark bedroht sind beziehungsweise in ihrem Heimatland nicht eingefangen oder exportiert werden dürfen, seien in Europa frei erhältlich und können straffrei verkauft werden. „Unsere Studie zeigt auch, dass Informationskampagnen und freiwillige Maßnahmen des Handels alleine nicht ausreichen“, bilanziert Lameter. „Es braucht dringend strengere Gesetze, damit die Artenvielfalt nicht weiter geplündert wird.“

Auch „Vier Pfoten“ fordert die Bundesregierung auf, Gesetze zu erlassen, die den Online-Handel mit Tieren sicher machen. Nur wenn Verkäufer dazu verpflichtet würden, sich zu identifizieren, könnten Händler zurückverfolgt und strafrechtlich belangt werden. Um die tatsächliche Herkunft der Tiere und damit die Drahtzieher aufdecken zu können, müssten die Hunde auch gechippt und in einem Heimtierregister erfasst sein. „Durch diese Transparenz wäre der Verkauf von kranken Hunden aus Osteuropa für die Kriminellen zu riskant und unrentabel“, hofft die Stiftung.

Dem Bundesministerium für Ernährung und Landwirtschaft (BMEL) sei die Bekämpfung des illegalen Tierhandels nach Auskunft einer Sprecherin „ein wichtiges Anliegen“. „Klar ist: Wer rechtliche Anforderungen an den Handel mit Tieren umgeht, der handelt illegal. Ein solches Verhalten kann nicht geduldet werden“, so Sprecherin Josefine Uhlemann auf Anfrage.

Es sei festzustellen, dass das Angebot von Tieren im Internet auf Plattformen und in Social-Media-Kanälen zunehme und mit Problemen in den Bereichen Tierschutz, Tiergesundheit und Verbraucherschutz einhergehe.

Das Ministerium habe sich für Deutschland an dem freiwilligen EU-Onlinemonitoring von Hunde- und Katzenverkäufen beteiligt, zu dem die Europäische Kommission aufgerufen habe. Ein Ergebnis daraus sei unter anderem die Schwierigkeit der Behörden, verdächtige Angebote im Internet zum Anbieter zurückzuverfolgen, da bei privaten Anbietern oft nur eine E-Mail-Adresse im Angebot hinterlegt ist. Das Ministerium sei daher „mit den maßgeblichen Onlineplattformen im Gespräch, wie die Rückverfolgbarkeit der Angebote zum Anbieter unter Beachtung des Datenschutzes für die Behörden verbessert werden kann.“ Darüber hinaus setze es sich angesichts der grenzüberschreitenden Problematik auf EU-Ebene für Verbesserungen ein. In der zweiten Jahreshälfte 2020 plane es außerdem einen Runden Tisch mit Internetplattformen, Tierschutzverbänden und Vollzugsbehörden zum Thema „Onlinehandel mit Tieren“.
